Scheme Introduction: A Brief Overview

• As per the 2011 census, the sex ratio in Karnataka was recorded is 973 females to 1,000 males.
• Although this number is far better than the national average, there is still room for improvement.
• Seeking this, the Karnataka Government starts the "Bhagyalakshmi Scheme" across the state.
• The scheme will help to change the society's attitude towards the birth of girl children, especially in Below Poverty Line (BPL) Families.
• In past, many cases have been reported where parents aborted girls before their birth, refused to educate them, forced them to engage in child labour activity or married them off before they turned 18.
• The Karnataka Bhagyalakshmi Scheme will help to overcome such injustices.
• Commenced in the year 2006, the primary aim of the scheme is to encourage and educate parents about the value of girl children which help them to reduce the female foeticide.
• Under the scheme, a fixed amount of Rs 19,300/- will be deposited with financial institution of the scheme i.e. LIC at the time of girl's birth.
• For this, the parents need to register their daughter for the scheme within one year of her birth.
• The maturity value of this deposit, Rs. 100,097/-, will be given to the girl after she turns 18 years of age.
• Similarly, on the birth of a second girl child, a sum of Rs 18,350/- will be deposited with LIC.
• Once she turns 18 years of age, the maturity value of this sum, Rs 1,00,052, will be provided to the second girl child after claiming the amount under Bhagyalakshmi Scheme.
• The amount provided under the scheme can be used for girls higher education or marriage expenses.
• If any of these girls completed diploma or graduation, they can also avail benefits of Yuva Nidhi Scheme, where fixed unemployment assistance is provided by the state government.
• The benefits of Karnataka Bhagyalakshmi Scheme will only be provided to maximum two girl children per family.
• Initially, the scheme provided benefits of Scholarship and Health insurance to the beneficiary, but girls born after August 1, 2008 are no longer eligible for this.
• However, in case of full or partial disability or death of insured parents, girls will receive additional financial assistance.
• To receive the benefits provided under the Karnataka Bhagyalakshmi Scheme, it is mandatory to meet its eligibility guidelines.
• Karnataka Bhagyalakshmi Scheme maturity amount will be claimed by girl beneficiary only after :-
  • When Girl attain the age of 18 Years.
  • Girl minimum qualification should be Class 8th.
  • Girl should not be married at the time of claim.
• If a girl fails to qualify any of the given conditions at the time of maturity, she will not receive the benefits.
• Department of Women and Child Development of Karnataka Government is the nodal department of this scheme.
• Girl Beneficiary can apply in LIC to claim her maturity amount of Bhagyalakshmi Scheme.
• Eligible Beneficiaries can enroll themselves through Bhagyalakshmi Scheme Application Form to avail the benefit of Scheme.

Scheme Benefits

• The following benefits will be given to women beneficiaries for their girl child under Karnataka Bhagyalakshmi Scheme :-
  • Rs. 19,300/- will be deposited with the Financial Institution (LIC) at the time of first girl child birth.
  • Rs. 1,00,097/- will be given to first girl child after attaining the age of 18 years.
  • Rs. 18,350/- will be deposited with LIC at the time of second girl child birth.
  • Rs. 1,00,052/- will be given to second girl child after attaining the age of 18 years.
  • In case of Disability of insured parents due to accident assistance of Rs 75,000/-.
  • For partial disability of insured parents due to accidents assistance of Rs 37,000/-.
  • In case of death of insured parents in accident assistance of Rs 75,000/-.
  • In case of Natural Death of each parents assistance of Rs 30,000/-.

Eligibility Requirements

• Beneficiaries who fulfil the below mentioned eligibility conditions are eligible to avail the benefit of Bhagyalakshmi Scheme of Karnataka Government :-
  • The applicants must be domiciled residents of Karnataka.
  • Beneficiary Family should be of BPL Category.
  • Benefits will only be given for Birth of 2 Girl Children.
  • Girl Child must be born in BPL categories families after March 31, 2006.
  • Girl must be registered for the scheme within one year of her birth.
  • Girl must not be engage in Child labour activity.
  • For maturity amount the girl at least studied eight grade.
  • Girl should not be married before she attains the age of 18 years.

Required Documents

• Documents that are required to be attached with the Karnataka Bhagyalakshmi Scheme Application Form are as follows :-
  • Birth Certificate of Child.
  • BPL Card.
  • Income Certificate.
  • Parents Address Proof.
  • Joint Photograph of Parents and Child.
  • Marriage Certificate or Self Declaration.
  • Bank Account Details of the girl child.
  • Family Planning Certificate. (If Availing Benefit for 2nd Child).

Steps to Apply

• Eligible beneficiaries of Karnataka Bhagyalakshmi Scheme can apply for its through Offline Application Form.
• Application Form of Karnataka Bhagyalakshmi Scheme is available free of cost at any Gram Panchayat Office or Anganwadi Center.
• Beneficiaries must obtain the Bhagyalakshmi Scheme Application Form from Anganwadi Center or Gram Panchayat Office.
• Fill the Application Form properly and attach all the required documents.
• Submit this filled in application form to the Anganwadi Center or Gram Panchayat Office.
• The nodal authority will verify the submitted application form for authentication.
• Authority will prepare a list of applicants who successfully pass the authentication stage.
• As promised the assistance amount will be deposited to beneficiary bank account.
• The Maturity Amount of Bhagyalakshmi Scheme will only be claimed once the girl child attains the age of 18 years.
