Rajasthan Gopal Credit Card Scheme

Introduction

• Bhartiya Janta Party led Rajasthan Government presents its first budget of the year 2024-2025 after winning the assembly elections.
• Finance Minister of Rajasthan Government Smt. Diya Kumari announced lots of welfare scheme for the people of Rajasthan while presenting the budget.
• Smt. Diya Kumari in her budget speech said that the income in rural area of Rajasthan is still depends on agricultural and milk production activity.
• Families involves in milk production activity has faced lots of difficulties in case of illness of animals, non availability of sheds/ shelters, and unavailability of fodder.
• Keeping these difficulties of Cattle/ Dairy Owners of Rajasthan in mind, a new scheme will going to be launched for their support.
• This scheme is being started on the lines of Kisan Credit Card Scheme of Government of India.
• The name of scheme will be "Gopal Credit Card Scheme".
• Rajsahakar of Rajasthan Government is the nodal department of this scheme.
• The main objective behind starting Gopal Credit Card Scheme is to support dairy/ cattle owners financially who involves in milk production activity.
• Scheme is also known by other names; such as 'Rajasthan Sahakari Gopal Credit Card Scheme" or "Rajasthan Sahakari Gopal Credit Card Loan Scheme".
• Rajasthan Government will now provide short term loans to cattle/ dairy owners under Gopal Credit Card Scheme.
• Loan provided under Gopal Credit Card Scheme will be interest free.
• No Interest will be paid by the Cattle/ Dairy Owners on the loan taken under this scheme.
• Apart from interest free loan, there will be no collateral security is required at the time of availing the loan.
• Beneficiary Cattle/ Dairy Owners can avail the loan up to Rs. 1,00,000/- under Gopal Credit Card Scheme.
• Interest Free Loan provided under Rajasthan Gopal Credit Card Scheme can be used by the beneficiary to complete the following works :-
  • To Construct Shelter/ Shed for Milch Animals.
  • To Construct Kheli for Distribution of Fodder.
  • To Purchase Equipment related to Milk Production.
  • To Purchase Fodder Harvesting Machinery.
• By completing above mentioned milk production related activities, Beneficiary Cattle/ Dairy Owners can increase the milk production and increase their income as well.
• Loan provided under Gopal Credit Card Scheme is a Short Term Basis Loan.
• This scheme will be implemented in Rajasthan in phased manner.
• More than 5 Lakh Cattle/ Dairy Owners Families will get the benefit of interest free and collateral free loan under Gopal Credit Card Scheme of Rajasthan Government.
• To provide loans, a special camps will be organized under the aegis of milk and central cooperative banks.
• To avail the benefits of Rajasthan Gopal Credit Card Yojana, it is compulsory to be a member of Milk Produce Cooperative Society.
• Rs. 150/- Crore has sanctioned for proper implementation of Gopal Credit Card Scheme in Rajasthan.
• Gopal Credit Card will be provided to all selected cattle/ dairy owners under Gopal Credit Card Scheme.
• Eligible applicants can submit their Gopal Credit Card Scheme application online and offline.
• For online applications the government has launched the Rajasthan Sahakari Gopal Credit Card Scheme Portal.

Benefits of Scheme

• Rajasthan Government will provide the following benefits to all eligible dairy/ cattle owners under its new Gopal Credit Card Scheme :-
  • Collateral Free Loan for Milk Business will be Provided.
  • Beneficiary can take Loan up to Rs. 1,00,000/-.
  • Loan are Interest Free, No Interest will be Payable on the Loan.
  • Interest Free Loan will be provided on Short Term Basis.

Eligibility Criteria

• Short Term Interest Free Loan under Rajasthan Gopal Credit Card Scheme will be provided to only those Cattle/ Dairy Owners who fulfil the below mentioned eligibility conditions :-
  • Only Residents of Rajasthan are eligible to apply.
  • Beneficiary should be a Cattle/ Dairy Owner and have a business of Milk Production.
  • Dairy/ Cattle Owner should have an appropriate number of milch animals.
  • Member of milk producer cooperative society is a must.

Documents Required

• Following Document or its details will be mandatorily required at the time of applying for interest free loan of Rs. 1 lakh under Gopal Credit Card Scheme of Rajasthan Government :-
  • PAN Card.
  • Aadhaar Card.
  • Society name and membership number.
  • Details of property proposed to mortgage with bank.
  • Janadhaar number.
  • Agricultural land details.
  • Crop loan details.
  • Two guarantors details with their PAN and Aadhaar Number.
  • Milk Producer Cooperative Society recommendation slip.
  • Mobile Number.
  • Account details in which the milk is paid by the committee.

How to Apply

• Applicants must submit their application to receive the benefits of Gopal Credit Card Scheme.
• Application form for Rajasthan Gopal Credit Card yojana will be accepted : -
• through Online application.
• through offline application.

Online Application

• Applicants can submit their Gopal Credit Card Scheme applications online.
• For this, the government has launched 'Rajasthan Sahkari Gopal Credit Card Scheme portal'.
• To submit applications online, applicants need to visit the SSO Portal.
• Registered applicants need to login with their 'Username' and 'Password'.
• After logging in successfully, select the 'Raj-Sahakar' from the list of menu.
• Select 'Gopal Credit Card new registration' from the list.
  
• Next, select 'Add new Gopal Credit or Profile' from the page.
  
• Read the scheme details and key documents, and check the dialogue box.
  
• Enter your Janaadhaar Number and press 'Get details' tab.
• The applicants details appear on the screen.
• Fill the scheme application form and upload all the requisite documents in the given size and format.
• Submit the completely filled in application and wait until the scrutiny process is completed.
• The nodal authority will verify the applicants details and documents.
• Upon successfull verification, an intimation through SMS will be sent to the applicants.

Offline Application

• Rajasthan Gopal Credit Card Loan Scheme application can also be accepted offline.
• Offline applications of Gopal Credit Card scheme will be submitted through nearby e-Mitra center or village service cooperative society.
• Applicants must obtain the application form from the center or society office.
• In the obtained application forms submit the details and affix the documents.
• Submitted applications will be verified by the authority.
• Shortlisted applicants will received an SMS from the authority.
