Scheme Introduction: A Brief Overview

• While presenting the supplementary budget for the year 2024-25, finance minister Smt. Diya Kumari announced various schemes.
• These welfare schemes are specifically designed for the deprived sections of the society.
• One of the key initiatives among them is the "Govardhan Jaivik Urvarak Yojana".
• The scheme is also known by other names such as "Govardhan Jaivik Urvarak Scheme" or "Rajasthan Organic Manure Production Subsidy Scheme".
• Govardhan Jaivik Urvarak Yojana name has some specific meaning which are : -
  • Govardhan :- Cattle/ Animal.
  • Jaivik :- Organic.
  • Urvarak :- Manure/ Fertilizer.
• The primary objective behind starting this scheme is to promote organic farming in the state and encourage farmers to produce organic manure from waste of their cattle.
• Through this scheme, the government aims to provide financial assistance to farmers associated with animal husbandry.
• The Government of Rajasthan will financially support farmers who intend to produce organic manure/ Jaivik Urvarak from animal waste.
• With the help of this scheme, beneficiary farmers will receive 50% of the cost or a maximum 10,000/- per unit as a subsidy to set up an organic fertilizer unit.
• Farmers can use this organic manure produced in their agricultural land or can sell it to other farmers for additional income.
• Under Gobardhan Jaivik Urvarak Yojana, 50 Farmers from every village block will be selected for financial assistance to produce organic manure.
• In recent years, the state government has come up with major initiatives for overall development of the farmers. Some of them are : -

• To oversee the implementation of Govardhan Jaivik Urvarak Yojana, the government has appointed the Agricultural Department as its nodal department.
• The Agricultural Department of Rajasthan Government is the nodal department of this scheme for overseeing the implementation of the scheme.
• Beneficiaries who fulfill the eligibility criteria can apply for the Govardhan Jaivik Urvarak Yojana online through Raj Kisan Portal.
• For any query related to the scheme, beneficiaries must visit the Agriculture department of your area.

Scheme Benefits

• Farmers of Rajasthan will receive the following benefits under Govardhan Jaivik Urvarak Yojana :-
  • One Time Financial assistance as a subsidy will be provided to farmers.
  • Subsidy will be provided to Produce Organic Manure/ Fertilizer.
  • Rs. 10,000/- or 50% of the unit construction will be provided to each Farmer.
  • Assistance will be credited to farmer bank account.

Eligibility Requirements

• A one time financial assistance of Rs. 10,000/- under Govardhan Jaivik Urvarak Yojana will be provided only to those farmers of Rajasthan who fulfil the following eligibility conditions : -
  • The applicant must be a Farmer.
  • The Farmer must be a Permanent Resident of Rajasthan.
  • The Farmers must involved in animal husbandry business.
  • The farmers must have at least 5 cattle. (Cow/ Buffalo/ Camel)
  • The farmers must have their own cultivable land.
  • Joint holders are also eligible to set up separate vermicompost units in the same land with mutual understanding.
  • Farmers not holding the land ownership are also eligible if they obtain notional shareholders status in their favour from the revenue department.
  • Temple priest are also eligible as the custodian of the temple land.

• The following documents are required to be attached with the Application Form of Govardhan Jaivik Urvarak Yojana of Rajasthan Government :-
  • Rajasthan Residence Proof.
  • Aadhar Card.
  • Jan Aadhar Card.
  • Mobile Number.
  • Bank Account Details.
  • Passport Size Photo.
  • Farm Land Ownership.
  • Jamabandi.

Steps to Apply

• Eligible beneficiaries must apply for the Govardhan Jaivik Urvarak Yojana to receive its benefits.
• Application form for Rajasthan Govardhan Jaivik Urvarak Yojana can be submitted through following methods : -
  • Online through the Raj Kisan Sathi Portal.
  • through the nearest E-Mitra Center.
• It is to be noted that offline applications will not be considered by the authority.

Online Through Raj Kisan Portal.

• Visit the Raj Kisan Portal i.e. https://rajkisan.rajasthan.gov.in/
• On the home page, select the Farmer/Citizen Login.
  
• Login using SSO ID or Jan Aadhaar ID.
  
• After login successfully, verify your personal details and the mobile number linked with Aadhaar under the Farmer Profile Option.
• Select the "Apply Link' from the Dashboard.
• Choose the Agricultural Subsidy Services and select Govardhan Jaivik Urvarak Yojana from the list.
• Read the instructions carefully and proceed with the 'Next' tab.
• Post selection, the Govardhan Jaivik Urvarak Yojana application form will appear on the screen.
• Verify the subsidy land location.
• Choose 'Yes' if the details are correct, otherwise select 'No' and enter the correct details manually.
• Those who opted 'Yes' the portal will fetch the details from Jan Aadhaar.
• Provide the requisite details in the application form.
• Upload the land ownership and Jamabandi Documents.
• Check the 'Declaration box' and press the submit tab.
• Application submission confirmation will be sent to the Aadhaar linked mobile number.
• Applicants can track the status of their submitted application online.
• If any correction is required in the submitted application form, applicants will receive its notification via SMS.
• Applicants must complete the correction within 15 days otherwise the application will be rejected automatically.

Online Through E-Mitra Center

• Visit the nearest E-mitra Center with the requisite documents.
• Request the staff member to fill the Govardhan Jaivik Urvarak Yojana Application.
• Staff Members will submit the application online on your behalf.
• Share the necessary details and documents during the process.
• Once the application is submitted, its intimation will be sent via SMS.
• If any corrections are needed, revisit the E-Mitra center and complete the correction.

Key Features of the Scheme

• To receive the assistance, the beneficiary needs to first establish a Vermicompost unit.
• For this, farmers can establish one or maximum two vermicompost units in their land.
• Farmers need to purchase 8 to 10 kg earthworms at their own expense.
• Each bed must include Trichoderma, PSB, Azotobacter, culture and Neem cake.
• Farmers need to maintain this vermicompost unit for at least three years.
• The grant under the scheme will be credited to farmers after physical verification of the vermicompost unit.
• For this, a district officer or their representative will do a physical verification.
• After verifying the unit successfully, authority will transfer the subsidy amount via DBT.
