Scheme Introduction: A Brief Overview
- Finance Minister Smt. Nirmala Sitharaman announced the Employment Linked Incentive Scheme (ELI Scheme) for First Timers and For Employers in the Union Budget 2024–2025.
- It is part of the Prime Minister's 5-scheme package, which also includes the "PM Internship Scheme" offering internships in the top 500 companies.
- The Central Government approved the launch of the ELI Scheme on 01-07-2025 under the leadership of PM Shri Narendra Modi.
- The ELI Scheme has now been renamed as Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY).
- The scheme aims to:
- Encourage employers to generate new jobs.
- Provide financial assistance to first-time employees.
- It will be implemented by the Ministry of Labour & Employment in collaboration with the Employees' Provident Fund Organisation (EPFO).
- PMVBRY consists of two components:
- Part A: Financial Incentive to First-Time Employees.
- Part B: Support to Employers.
- First-time employees with a monthly salary of less than Rs. 1 lakh will receive a financial incentive of one month's salary or up to Rs. 15,000.
- Employers will receive a monthly incentive for creating additional jobs:
- Salary up to Rs. 10,000/month – 10% of salary or max Rs. 1,000/month
- Salary Rs. 10,001 to Rs. 20,000/month – Rs. 2,000/month
- Salary Rs. 20,001 to Rs. 1,00,000/month – Rs. 3,000/month
- Employee incentives will be transferred to their Aadhaar-linked bank account.
- Employer incentives will be transferred to their PAN-linked bank account.
- More than 1.92 crore first-time employees and over 2.60 crore employers are expected to benefit from PM Viksit Bharat Rozgar Scheme.
- PM Viksit Bharat Rozgar Yojana applies to jobs created between 1st August 2025 to 31st July 2027.
- Benefits of PMVBRY is applicable on the recruitment on or after 01-08-2025.
Scheme Benefits for Employees
- The Central Government provides financial assistance to newly employed individuals under this scheme.
- An incentive equal to one month's EPF wage or up to Rs. 15,000 is offered in two phases.
- The first payment is made after the employee completes 6 months of continuous service.
- The second installment is disbursed after 12 months of service and successful completion of the Financial Literacy Course.
- This benefit is applicable only if the employee's monthly salary is below Rs. 1,00,000.
Scheme Benefits for Employers
- The Central Government offers monetary rewards to employers for generating new employment opportunities.
- Employers can receive monthly incentives ranging between Rs. 1,000/- and Rs. 3,000/- based on employee wage brackets.
- Those in the manufacturing industry are eligible for incentive benefits for up to 4 years.
- Employers from all other sectors can claim these benefits for a period of 2 years.
- The incentive amount is determined according to the EPF wage of the employee, as outlined below:
- For employees earning up to Rs. 10,000/month – Incentive is 10% of salary or up to Rs. 1,000/month.
- For salaries between Rs. 10,001 to Rs. 20,000/month – Fixed incentive of Rs. 2,000/month.
- For salaries between Rs. 20,001 to Rs. 1,00,000/month – Fixed incentive of Rs. 2,000/month.
Eligibility Requirements for Employees
- Only individuals entering formal employment for the first time can avail the scheme benefits.
- The employee needs to be enrolled with the Employees' Provident Fund Organisation (EPFO).
- The monthly salary of the first-time employee must be below Rs. 1,00,000/-.
- The employee must have completed a minimum tenure of six months with the employer.
Eligibility Requirements for Employers
- The benefits of PM Viksit Bharat Rozgar Yojana are open to employers across every industry.
- Entities with a workforce of fewer than 50 must onboard at least 2 new employees annually to qualify.
- Organizations employing over 50 individuals are required to recruit a minimum of 5 new employees each year.
- To be eligible for benefits, newly appointed staff must complete a minimum of six months in service.
- The monthly salary of the recruited employee should not exceed Rs. 1,00,000/-.
Required Documents for Employees
- Employee's Aadhaar Identity Proof.
- Bank Account Number seeded with Aadhaar Card.
- Employee's PAN details.
- Universal Account Number (UAN) allotted by EPFO.
- Letter of appointment or joining confirmation.
- Active mobile contact number.
- Personal email ID for communication.
- Passport-sized photograph.
Required Documents for Employers
- Valid GST or CIN number of the Business Entity.
- Permanent Account Number (PAN) of the Organization.
- Active Bank Account Details associated with the entity.
- Tax Deduction and Collection Account Number (TAN).
- ECR Reports.
Steps to Apply for Employees
- When an individual joins a job for the first time, the EPFO issues a UAN (Universal Account Number) to them.
- To qualify for the one-time wage benefit or a maximum incentive of Rs. 15,000/-, the employee must ensure that their UAN is activated.
- The employee's bank account should also be linked with their Aadhaar to be eligible for the scheme.
- Only those employees working with organizations already enrolled under the PM Viksit Bharat Rozgar Yojana/ EPFO can avail the benefit of this scheme.
- The employer is responsible for registering first-time employees with the EPFO and initiating their UAN generation process.
- Once registered, first-time workers will automatically become eligible for the PM Viksit Bharat Rozgar Yojana incentives.
- The financial benefits under this scheme will be distributed in two separate phases.
- The first installment will be credited after the employee completes 6 months of continuous service.
- The second installment will be issued upon completion of 12 months of employment and a Financial Literacy Course.
- Employees are required to complete this Financial Literacy Course before finishing their 12-month term.
- To begin the course, employees must log in to the EPFO portal using their UAN and registered mobile number.
- After logging in, navigate to 'My Dashboard' and click on the Learning Section.
- Select the option 'Financial Literacy for ELI Members' and complete the enrollment.
- The course involves watching all educational video modules provided on the platform.
- Upon successful completion, a course completion certificate will be generated online.
- Receiving this certificate makes the employee eligible for the second installment under the PM Viksit Bharat Rozgar Yojana.
Steps to Apply for Employers
- Employers aiming to claim monthly incentives under the PM Viksit Bharat Rozgar Yojana doesn't have any need to register themselves.
- But it is compulsory to provide details like PAN, GSTIN, PAN linkage, and ensure timely submission of monthly ECR filings.
- The Official Portal of PM Viksit Bharat Rojgar Yojana is live from which all the information related the scheme can be obtained.
- It is important to fill out the following details in EPFO website to avail the benefits of PMVBRY :-

- PAN Number
- TAN Number
- GST Identification Number
- Bank Name and Branch
- IFSC Code
- Account Number
- Employers are required to provide data regarding new employees recruited on or after 1st August 2025.
- Timely monthly ECR submission is essential for the entity to remain eligible for benefits.
- Under the Pradhan Mantri Viksit Bharat Rozgar Yojana, the incentive will be directly transferred to the PAN-linked bank account of the registered employer.
