Odisha Subhadra Yojana

Scheme Introduction

• With an aim to empower Odisha women financially, the newly appointed government has announced "Subhadra Yojana".
• With this scheme, the state government will support beneficiaries women by providing them financial assistance of Rs 50,000/-.
• Originally announced as an election promise, the scheme was launched successfully on September 17, 2024.
• Women from low income groups across the state are eligible to apply for the Subhadra Yojana.
• The primary objective of the scheme is to support women belonging to low income group families, helping them to strengthen their family financially.
• Odisha Subhadra Yojana is also known by other names such as "Odisha Subhadra Jojana" or "Odisha Subhadra Scheme".
• Women and Child Development Department of Odisha Government is the nodal department of this scheme.
• Every eligible woman in Odisha will get an financial assistance of Rs 50,000/- under Subhadra Yojana.
• Financial Assistance provided under Subhadra Yojana will be disbursed to women beneficiaries in a phased manner.
• Beneficiaries will receive Rs 10,000/- per year for the next 5 years under Odisha Government's Subhadra Yojana.
• Furthermore, this annual assistance amount under the Subhadra Yojana will be credited in two equal installments of Rs 5,000/- each.
• The next installment of Subhadra Yojana is to be credited on the occasion of International Women's Day i.e. on 8 March.
• While, the second installment of Subhadra Yojana will be credited on the occasion of Raksha Bandhan in the month of August.
• Through this scheme, the Odisha Government will also conduct an awareness program to promote digital literacy, especially among women.
• Women Applicants age between 21 years to 60 years are eligible to avail the benefit of financial assistance under Subhadra Yojana.
• The benefit of Subhadra Yojana will be provided to all women except those who are financially sound and taxpayers.
• Additionally, women receiving monthly pension of Rs 1,500/- or more or yearly pension of Rs 18,000/- or more through any scheme are also not eligible for Subhadra Yojana.
• Around 1 Crore women receive the benefit of Subhadra Scheme's financial assistance.
• For implementation, the state government has allocated a budget of Rs. 55,825 Crore in the year 2024-25 which will be increased for Rs 10,145 crore in 2025-26.
• Women beneficiaries who meet the eligibility conditions for Odisha Subhadra Yojana can submit their applications offline and online.
• Subhadra Yojana Online Application Form will be available very soon in its Official Website.
• Women Applicants can also apply for financial assistance under Subhadra Yojana by filling the Offline Application Form which is available free of cost at Anganwadi Centers, Block Offices, Mo Seva Kendra's, and Jana Seva Kendra's.
• It is mandatory for all to confirm their eligibility by submitting the declaration form for e-KYC.
• Beneficiaries must submit the application before its deadline.
• The last date to submit Odisha Subhadra Yojana Application is March 31, 2025.
• To identify the beneficiaries, a door to door survey will be conducted by the authority.
• Beneficiaries found eligible in this survey, will receive the all three installment of Subhadra Yojana on Raksha Bandhan.
• Beneficiary women can check the Application Status of Subhadra Yojana online with the help of their Aadhar Card.
• Around 98 lakh women receive the first installment of Subhadra Yojana in the year 2024.
• The second installment of Subhadra Yojana was disbursed on March 8, 2025, whereas the first installment of the fifth phase will be disbursed on March 6, 2025.
• For any information or complaint beneficiary women can call on the Subhadra Yojana Helpline number i.e. 14678.
• Odisha Government will release the 3rd Installment of Subhadra Yojana on 9th of August 2025 on the auspicious occassion of Rakshabandhan.

Scheme Benefits

• Odisha Government will provide the following benefits to all eligible women beneficiaries under Subhadra Yojana :-

  Financial Assistance of Rs. 50,000/- to all Women. Assistance will be disbursed during the next 5 years. During the period, women will receive Rs 10,000/- in two equal instalments every year. Rs. 10,000/- will be credited in two equal installments of Rs. 5,000/- each. Women will receive, first Installment of Rs. 5,000/- on International Women's Day and, Second installment of Rs. 5,000/- on Raksha Bandhan. Subhadra Card (ATM cum Debit Card) will also be provided. Rs 500/- incentive to 100 beneficiaries who complete maximum digital transaction in a Year.

Eligibility Requirements

• Benefits of Rs. 10,000/- per year under Subhadra Yojana will be provided to only those Women Beneficiaries who fulfil the following eligibility criteria which is set by Government of Odisha :-

  All Married or Unmarried Women are Eligible to Apply for this scheme. Women Applicants must be a Permanent Resident of Odisha. Women's Age should be between 21 years to 60 years. Women Applicant should have an NFSA/ SFSS Card. Daughter of Anganwadi Workers and Helpers. Date of Birth of Women Applicant should be between 02-07-1964 to 01-07-2003. Women aged above 60 years during the scheme period i.e. 2024 to 2028 are also eligible. Any woman who doesn't have an NFSA/ SFSS card can also apply for the scheme if her family income is not more than Rs 2.5 lakhs. Salaried or employees engaged through outsourcing agencies are also eligible.

Ineligibility Criteria of Scheme

• If a women applicant falls within the ambit of any of the below mentioned ineligibility conditions, then she is not eligible to avail the benefits of Subhadra Yojana :-

  Women less than 21 years of age or more than 60 years as of 1 July 2024 will not be considered eligible for 2024-25 financial year. Women receiving pension or scholarship of Rs. 1,500/- or more monthly or Rs. 18,000/- per year are also not eligible to apply Central Government/ State government Regular/ Contractual employee and those receiving pension after retirement. If women or their family members who fall in the following category are also not eligible to apply for the scheme : - Current or former member of the parliament or legislative assembly. Beneficiaries who are paying income tax. Elected as a representative in any Urban local body or Panchayat Raj Institutions (Except ward member and local councilor). If applicants families possess a land whose size is more than 5 acres for irrigated land and 10 acres for non-irrigated land. Own four wheel vehicles except tractors, mini trucks, small commercial vehicles and other small light goods vehicles.

Required Documents

• Documents that required to be attached or uploaded at the time of applying for financial assistance under Subhadra Yojana of Odisha Government are as follows :-
  • Aadhaar Card.
  • Bank Account Details.
  • Aadhaar Linked Bank Account Number.
  • Mobile Number.

Steps to Apply

• Women Applicants can apply for the Odisha Subhadra Yojana through its application form.
• Applications for Subhadra Yojana will be submitted through two ways : -
  • First, through Offline Application Form.
  • Second, through Online Application Form.
• To confirm eligibility, it is mandatory for all beneficiaries to submit the declaration form for e-KYC.
• e-KYC will be done online through Subhadra portal or Subhadra Mobile App.
• For e-KYC, face authentication will be carried out and beneficiaries need to enter their Aadhaar number.
• Beneficiaries must apply for the scheme before its deadline.
• Last date for applying for Subhadra Yojana is 31 March 2025.

Offline Application Process

• Eligible Women Applicants can apply for financial assistance under Subhadra Yojana by filling Offline Application Form.
• Offline Application Form of Subhadra Yojana is available free of cost at any of the below mentioned offices/ centres : -
  • Anganwadi Centers.
  • Mo Seva Kendras.
  • Block Offices.
  • Urban Local Bodies offices.
  • Common Service Centres.
• Applicants are not required to pay any fee to obtain the application form and its submission in these centres.
• Collect the Subhadra Scheme Application Form and fill it correctly.
• Attach all the required documents with duly filled application form and submit it to the nearest Mo Seva or Jan Seva Kendras.
• Submitted applications will be cross checked by the concerned authority as per the recorded database.
• Applications found correct will receive a confirmation on their mobile number.
• Selected Women Beneficiary of Subhadra Yojana will collect their Scheme Credit Card from Block Office/ Anganwadi Centre.
• Financial Assistance under Subhadra Yojana will then credited in the bank account of women beneficiary as per dates mentioned in the guidelines.
• The last date to apply for Subhadra Yojana is March 31, 2025.

Key Features of the Scheme

• Subhadra Yojana is implemented in all 30 Districts of Odisha State.
• Currently the applicants can apply offline for financial assistance under Subhadra Yojana.
• Aadhar Card and Aadhar Linked Bank Account is mandatory to avail the benefit of Subhadra Yojana.
• Women aged above 60 years during the scheme duration i.e. from 2024 to 2028 are also eligible for financial assistance.
• For 2024-25 financial year, if any women's age is less than 21 years or more than 60 years as of 1 July 2024 will not be considered eligible.
• Applicants e-KYC will be processed through Subhadra portal or its mobile app.
• e-KYC will be done with the help of beneficiary face authentication and after this they need to enter their Aadhaar number.
• Applicants do not have an active DBT linked bank account, they must open one before applying for the scheme.
• To promote digital literacy in the state, the government will issue Subhadra Debit Card to all beneficiaries.
• In case Aadhaar is linked withe more than one bank account then the benefits will be credited to the last linked bank account.
• 100 Women Beneficiaries from each Gram Panchayat/ Urban Local Body will also receive an additional benefit of Rs. 500/- upon completing maximum digital transactions.
