Scheme Introduction: A Brief Overview

• Odisha BJP government has released its budget for the year 2024-25.
• In the budget, the government has announced various welfare schemes for their citizens.
• Of these, a scheme is announced for the tribal students, called 'Shahid Madho Singh Haath Kharcha Yojana'.
• The objective of this scheme is to encourage tribal students to attend schools, which can reduce the dropout rate prominent in this age group.
• As per the statistics, the tribal literacy rate in Odisha is 52%, which is way less than the national rate of 59%.
• To fill this gap, the government needs to improve the attendance and enrollment of tribal students, which this scheme fulfills.
• Under Shahid Madho Singh Haath Kharcha Yojana, each student from tribal community will receive a one time annual assistance of Rs. 5,000/-.
• Assistance provided under the scheme will be credited to beneficiary's bank account through DBT transfer.
• This assistance will be transferred directly into the beneficiary's bank account and can be used for educational expenses.
• The scheme announced is also known by other names; such as "Shahid Madho Singh Haath Kharcha Scheme".
• The one time assistance of Rs 5,000/- provided under the Madho Singh Haath Kharcha can be used for educational expenses.
• Students completed their 8th or 10th class and now enrolled for the class 9 and 11 are eligible for the assistance.
• With the implementation of Madho Singh Haath-Kharcha Yojana, around 3 lakhs ST students are going to receive its benefits.
• For the successful implementation of the scheme, the government outlay a budget of Rs 156 Crore.
• Domiciled students of ST communities whose family annual income is less than Rs 2,50,000/- are eligible for this scheme.
• Additionally, the students must be enrolled in any Govt. or Govt aided high school and higher secondary school in Odisha.
• Meanwhile, students enrolled in private high school or private unaided high school, Higher Secondary are not entitled to be covered under this scheme.
• Eligible applicants can submit the Shahid Madho Singh Haath Kharcha application form online.
• The last date to submit Shahid Madho Singh Haath Kharcha Yojana application online is November 30, 2024.
• Different students registered with the same Aadhaar number will not receive scheme benefits.
• To oversee the scheme, the government has appointed ST and SC Development, M & BCW Department of Odisha its nodal department.

Scheme Benefits

• Students will receive the following benefits under the Shahid Madho Singh Haath Kharcha Yojana : -
  • A one time assistance of Rs 5,000/- to ST communities students.
  • Assistance will be credited to students Aadhaar linked bank account.

Eligibility Requirement

• To receive the annual financial incentive of Rs 5,000/- under the Shahid Madho Singh Haath Kharcha Yojana, it is important for the students to meet the following eligibility conditions : -
  • Applicants must be domiciled residents of Odisha.
  • Applicants must belong to Scheduled Tribe Communities.
  • Applicants must be pursuing Class 9th or Class 11th Class in a Govt. or Govt. Aided High School or Higher Secondary Schools.
  • The annual family income from all sources must be less than Rs 2.5 Lakhs.

Ineligibility Criteria

• Applicants with the following eligibility criteria will not be covered under the Shahid Madho Singh Haath Kharcha Yojana : -
  • If applicants annual family income from all sources exceeds Rs 2,50,000/-.
  • If applicants enrolled for class 9 and 11 in private high school or private unaided high school and higher secondary schools.
  • If more than one student has submitted an application with the same Aadhaar number.

Required Documents

• Applicants must keep their following documents ready at the time of submitting Shahid Madho Singh Haath Kharcha Yojana online application : -
  • Caste Certificate.
  • Income Certificate (issued from the competent authority).
  • Student Aadhaar seeded bank account details.
  • Students Aadhaar card.
  • Domicile Certificate.
  • Address Proof.
  • Passport Size photograph.
  • Marksheet of last exam passed.

Steps to apply

• Application form for Shahid Madho Singh Haath Kharcha Yojana can be submitted online.
• The last date to apply for Shahid Madho Singh Haath Kharcha scheme is 30 November 2024.
• Shahid Madho Singh Haath Kharcha Yojana application link are available at Odisha State Scholarship Portal (OSSP).
• However, the online application shall be submitted by the Headmaster or Headmistress on behalf of students.
• Thus, eligible applicants must collect their requested documents and submit it to their Headmaster or Headmistress.
• The Headmaster or headmistress will first verify your documents, and then submit your application.
• Successfully submitted applications will receive an SMS on a student's mobile number.
• Students will receive the incentive amount on their provided bank account number.
