Scheme Introduction: A Brief Overview
- With an aim to provide pucca houses to the houseless and those living in Kutcha houses, the state government has introduced various welfare schemes.
- To achieve this, the government has announced a new initiative in their budget called "Antyodaya Gruha Yojana".
- Under this scheme, the state government will provide pucca houses to every eligible household in rural areas.
- The primary objective of the scheme is to ensure that every beneficiary must not be deprived from Pucca house.
- Through this scheme, the government is not only providing housing assistance for the construction of houses but also offering incentives if they complete their house construction in the given period.
- The Government of Odisha is committed to provide pucca houses to all.
- To achieve this, they introduced various schemes, including centrally sponsored Pradhan Mantri Awas Yojana Gramin. (PMAY-G).
- However, due to its limitation there are several households who have been left out under this scheme.
- To cover them all the state government came up with the "Antyodaya Gruha Yojana" (AGY).
- In contrast, free houses will be provided to low-income households that are not covered under the Pradhan Mantri Awas Yojana (PMAY-G).
- Panchayati Raj and Drinking Water Department of Odisha is the nodal department of the scheme.
- This scheme will also be known by other names, such as "Odisha Antyodaya Gruha Scheme", or "Antyodaya Housing Scheme Odisha".
- It will replace the previous government initiative, called "Biju Pucca Ghar Yojana".
- Therefore, the ongoing work under the Biju Pucca Ghar Yojana will also be covered under Antyodaya Gruha Yojana.
- Under the Antyodaya Gruha Yojana, each beneficiary will receive a housing assistance of Rs 1.2 lakh, which can only be utilized for house construction.
- The assistance promised under the Antyodaya Gruha Yojana will be provided in three installments, in the following manner : -
- First installment of Rs. 40,000/- during the issuance of work order.
- Second installment of Rs 65,000/- once the construction reaches to the roof level.
- Third installment of Rs 15,000/- will be provided upon completion of construction.
- Assistance amount will be credited to the beneficiaries bank account via DBT mode.
- The house construction must cover at least 25 square feet carpet area, including cooking space (excluding toilet area).
- If the beneficiary completes the house construction within 4 months, they will receive incentive of Rs 20,000. If completed within months, they will receive Rs. 10,000/-.
- To provide the benefit of the scheme, the government will conduct a survey and identify the eligible beneficiaries left out under the PMAY-G.
- During the survey, the authority will check whether the beneficiaries meet the criteria stated in the guidelines.

- Under the Antyodaya Gruha Yojana, the Odisha State government offers the following benefits to its beneficiaries : -

- Beneficiaries will also receive incentive benefits if they completed their house construction in : -
- Within four Months : - Rs 20,000/-
- Within Six Months : - Rs 10,000/-
- The assistance amount will be credited to the beneficiaries bank account.
Eligibility Requirements
- Applicants who meet the following eligibility criteria are eligible for Odisha Antyodaya Gruha Yojana : -
- Domiciled residents of Odisha who are either houseless or living in Kutcha Houses. They must also fall under any of the given categories : -
- Forest Right Act, 2006.
- Household with the main member is PWD with a minimum 40 percent disability.
- Households of Lower Income Groups who have not received benefits from rural housing schemes.
- Any of the following households who received houses under previous allotment : -
- If houses are damaged under the natural or man made calamities like Flood, Cyclone, Earthquake, Elephant menace, Communal Violence, LWE Violence, Major Law and order issue.
- Anyone who is the victim of sea inundation and requires relocation.
- Government projects that relocated the beneficiaries houses.
- Families stayed in forest areas and required relocation.
- Domiciled residents of Odisha who are either houseless or living in Kutcha Houses. They must also fall under any of the given categories : -
Ineligibility Criteria of the Scheme
- If anyone residing in Pucca Houses.
- Any family member is a regular Government/ PSU/ Statutory Body Employee or withdrawing pension.
- Household owns four wheelers.
- Households owns mechanized three or four wheeler or agricultural equipment.
- Household with a non-agricultural enterprises are registered with the government.
- Any family member earns more than Rs. 15,000/- monthly.
- If households own 2.5 acres or more irrigated or 5 acre or more non irrigated land.
- If received benefits under any housing scheme.
- Households relocated due to government projects and now owns a pucca house in another area.
Required Documents
- To confirm the eligibility of the beneficiaries, the authority may ask for the following documents : -
- Aadhaar Card.
- Mobile Number.
- Self Declaration.
- Passport Size Photo.
- Ration Card.
- Income Certificate.
- Disability Certificate.
- Bank Passbook.
Steps to Apply
- Applicants are not required to submit applications for the Antyodaya Gruha Yojana.
- BDO, under the supervision of the nodal department, will verify the beneficiaries' documents.
- During the survey, beneficiaries must provide the documents to the officials if requested.
- A list of eligible beneficiaries who meet the criteria will be prepared by the authority.
- Households included in the list will be allotted houses under the scheme.
- Meanwhile, those who are landless will be allotted sites for house construction.
- For the construction of Pucca houses the authority will issue the housing assistance in three installments.
- Beneficiaries who complete the house within the given period will also receive incentives.
Key Features of the Scheme
- The Panchayat Samitis of the respective rural areas will act as the implementing agencies of Antyodaya Gruha Yojana.
- The Block Development Officer (BDO) will verify the documents of the households to determine their eligibility.
- An image of the current house will be geo tagged before sanctioning the new house.
- After conducting the survey and scrutiny, the list of beneficiaries will be forwarded to the PR and DW department of Odisha to sanction the houses.
- The list of beneficiaries can be checked online at Rural Housing Odisha portal.
- The nodal department of the scheme will obtain the approval from the Chief Minister and forward it to the DM of the concerned district.
- After following the procedure, the concerned BDO (Block Development Officer) will sanction the house to the beneficiaries.
- Landless beneficiaries will be allotted house sites by the respective revenue officer.
- Households who are residing in government land will not be sanctioned houses until they receive land from the revenue department.
- Beneficiaries sanctioned for new houses will receive housing assistance directly in their bank account.
- After the issuance of first installments, beneficiaries must complete house construction within 12 months.
- Officials will geo-tag the construction stages through Ama Ghara Mobile App, which is linked to Odisha RH portal.
- Only those who complete the construction within 4 and 6 months are eligible for incentive assistance.
