Scheme Introduction: A Brief Overview

• In order to bring the rural areas people into the mainstream, the Odisha government has announced various schemes.
• In addition, the state government has started a new household scheme called "Mo Ghara" Yojana.
• As we know, the central government, in association with the state government, is providing housing for all under the 'Pradhan Mantri Awas Yojana'.
• The said scheme is available for both urban and rural households, but with some conditions.
• Due to these limitations, some rural households have been deprived from the scheme benefits.
• Addressing this issue, the Odisha government introduces 'Mo Ghara Yojana' for households that are not covered under the PMAY-G.
• Additionally, beneficiaries who received housing scheme facilities in the past and want to renovate or upgrade their house are also eligible.
• Announced scheme is known by the other names; such as 'Odisha Mo Ghara Yojana', or 'Odisha Mo Ghara Scheme', or 'Mo Ghara Odisha Yojana'.
• State government runs various housing initiative for its beneficiaries like Antyodya Gruha Yojana, Pucca Ghar Yojana (Gramin), and Nirman Shramik Pucca Ghar Yojana.
• To oversee the implementation of Mo Ghara Yojana, the state government has appointed the Panchayati Raj and Drinking Water Department its nodal authority.
• Through the Mo Ghara Scheme, the state government will provide housing loan facilities to its eligible beneficiaries.
• Beneficiaries can avail of a maximum loan of Rs 3 lakhs under the scheme.
• The loan provided under the scheme can be repaid over the period of ten years, with the first year as a moratorium period.
  
• The Mo Ghara scheme also provides subsidies to its beneficiaries, with an additional subsidy to SC/ST/PWD categories.
• The subsidy provided under the scheme will be credited once the work under the scheme is completed.
• There are four slabs under which, the government provides loan and subsidies to its beneficiaries : -
  • First slab offer a loan of Rs 1 Lakh with subsidy of Rs 30,000/-
  • Second slab offer a loan of Rs 1.5 lakh with subsidy of Rs 45,000/-
  • Third slab offers a loan of Rs 2 lakh with subsidy of Rs 60,000/-
  • Fourth slab offers a long of Rs 3 lakh with subsidy of Rs 60,000/-
• Families of SC/ST/PWD will get additional Rs 10,000/- as a subsidy in each slab.
• Moreover, to reduce financial burden, the state government also waived the registration fees and stamp duty required during the mortgage of the title deed.
• Mo Ghara Yojana Odisha benefits will be provided to such households who meet its eligibility criteria.
• As per the conditions, families living in a kutcha house and did not receive assistance under any housing scheme are eligible.
• However, families who received assistance less than Rs 70,000/- under housing are also eligible.

Scheme Benefits

• With an aim to provide household benefits to families not covered under Pradhan Mantri Awas Yojana-Gramin, the state government announced this scheme with following benefits : -
  • Four types of loan will be provided to eligible households.
  • Beneficiaries will receive a subsidy on the given loan amount.
  • Beneficiaries of SC/ST/Disabled categories will get additional subsidy.
  • Registration, stamp duty, and legal advice fee will be waived off.

Eligibility Requirements

• In order to be eligible for Odisha Mo Ghara Yojana, applicants must meet the following eligibility conditions : -
  • Applicants must be permanent residents of Odisha.
  • Families should not be covered under the PMAY-G.
  • Families living in thatched house (kutcha house) or one room thatched house.
  • Families who have not received any assistance under the housing scheme or have received assistance less than Rs 70,000/-.
  • Monthly income of the families should be less than Rs 25,000/-
  • Individuals who own four wheel vehicles for personal use are not eligible.
  • Government employees or pensioners are not eligible.
  • Households possessing less than 5 acres of irrigated or 15 acres of non-irrigated land are eligible.

• Applicants must produce their following documents when submitting Mo Ghara Odisha applications : -
  • Aadhaar Card.
  • Address proof.
  • Domicile Certificate.
  • Caste Certificate (if any).
  • Applicants RoR.
  • MGNREGA Card.
  • Income Certificate.
  • PWD Certificate (If any).

Steps to Apply

• Eligible applicants can submit Mo Ghara Odisha Yojana application online.

• Select the 'Registration' tab from the website home page.
• For registration, applicants need to provide their following details.
  
• After submitting the required details, press the 'Get OTP' tab.
• Enter the OTP received to complete the authentication process.
• After registration, applicants need to login with their Aadhaar Number.
• Enter the details and upload the documents as required.
• Review this application form and submit it.
• The concerned authority will review your application and complete the scrutiny before providing scheme benefits.
