Scheme Introduction: A Brief Overview

• After receiving huge success in the first tranche of Mukhyamantri Atmanirbhar Asom Scheme 1.0.
• The state government of Assam has started the Mukhyamantri Atmanirbhar Asom Scheme 2.0.
• Eligible beneficiaries seeking loan must register for the Mukhyamantri Atmanirbhar Asom Scheme, whose registration commenced from February 1, 2025.
• Mukhyamantri Atmanirbhar Asom Scheme is one of the biggest self employment generation schemes started by Assam Chief Minister Dr. Himanta Biswa Sharma.
• The main objective of the Government of Assam behind starting Mukhyamantri Atmanirbhar Asom Scheme is to encourage self income generation activities among youths and to promote entrepreneurship in the State.
• Assam Atmanirbhar Scheme directly benefits the unemployed and micro entrepreneur youths who belong to BPL and Low Income Group Families.
• Mukhyamantri Atmanirbhar Asom Scheme is also known by some other name in Assam like "Mukhyamantrir Atmanirbharshil Asom Scheme" or "Mukhyamantrir Atmanirbharshil Asom Abhiyan" or "Assam Chief Minister Atmanirbhar Scheme" or "Chief Minister Atmanirbhar Asom Abhijan".
• The state government is committed to support Entrepreneurship and Assam Mukhyamantri Mahila Udyamita Abhiyan is another example.
• Under the Mukhyamantri Atmanirbhar Asom Scheme, the government will provide free of cost skill and entrepreneurship training of 1 month to all eligible youths of the State.
• Trained Youth will get a stipend of Rs. 10,000/- after successfully completion of training.
• Now Assam Government will provide the Interest Free Loan under Mukhyamantri Atmanirbhar Asom Scheme to Trained Youth so that they can start their own income generation activity and become self employed.
• This entrepreneurship loan will also consist of Government Aid which will not be returned back to the bank.
• Loan Amounts under Mukhyamantri Atmanirbhar Asom Scheme are Rs. 2,00,000/- and Rs. Rs. 5,00,000/-.
• This loan will be provided in two instalments and this consists of both Government Grant and Interest Free Loan.
• It is to be estimated that 2 lakh youth will get benefit of Mukhyamantri Atmanirbharshil Asom Scheme in 2 Years.
• After Training, Trained Youth will start any of the below mentioned activities under Mukhyamantri Atmanirbhar Asom Scheme :-
  • Self Employment Activity in Agriculture, Horticulture, Fisheries, Dairy and Poultry.
  • Packaging Business.
  • Ready Made Garments Business.
  • Plantation.
  • Setting Up of Wood Based Industry.
  • Fabrication Work.
  • Hardware.
  • Any Other Self Income Generation Activity.
• Minimum Qualification required to avail the benefit of Mukhyamantri Atmanirbhar Asom Scheme is Class 10th Passed for general category beneficiary.
• SC/ ST/ OBC beneficiaries educational qualification can be up to Class 10th passed.
• The Age Limit for all applicants as of April 1, 2024, should be above 28 Years and below 45 Years.
• The Assam Government launched Chief Minister Atmanirbhar Asom Abhijan Website for Scheme Registration.
• Beneficiary can visit the Official Portal and Apply for Mukhyamantri Atmanirbhar Asom Scheme through Online Application Form.
• Beneficiary need to pay registration fee of Rs 200 for General Category and Rs 100/- for SC/ST/OBC.
• Registration of Mukhyamantrir Atmanirbharshil Asom Abhiyan is started from February 1, 2025.

Scheme Benefits

• Youth of Assam will get the following benefits under Mukhyamantri Atmanirbhar Asom Scheme 2.0 : -
  • Free of Cost Skill and Entrepreneurship Training.
  • Training duration will be One Month.
  • One Time Stipend of Rs. 10,000/- will be Provided after Completion of Training.
  • Interest Free Loan and Government Grant will be Provided to Start Income Generation Activity.
  • Loan of Rs. 2 Lakh and 5 Lakh will be provided in two Instalment.

Eligibility Requirements

• Government of Assam sets the below mentioned eligibility conditions in order to avail the benefit of Mukhyamantri Atmanirbhar Asom Scheme of Assam Government : -
  • Beneficiary should be a Permanent Resident of Assam.
    
  • The Age of Beneficiary should be between 28 Years and 45 Years (as on 1 April 2024)
  • The minimum education qualification for non professional course category is 10th for general category.
  • SC/ ST/ OBC Beneficiary studied minimum up to 10th class for non professional courses.
  • A minimum 4 year degree in the field of Engineering, medicine, Agriculture Veterinary and Fishery is required for the professional course category.
    
  • Beneficiaries should have skill or possess the Knowledge to Start Income Generation Activity.
  • Bank account opened before 1 April 2024 in any scheduled commercial bank is mandatory for all applicants.
    
  • Beneficiaries should be Registered in the Employment Exchange Office before 1st of April 2024.
    
  • Beneficiaries not declared loan defaulters in the past from any scheduled commercial bank.
  • Applicants or their family members should not have received or availing benefits of CMAAA 1.0.

• The following documents are required at the time of applying for entrepreneurship training under Assam Government's Mukhyamantri Armanirbhar Asom Scheme 2.0 : -
  • Residence Proof of Assam.
  • PAN Card.
  • Class 10th Marksheet/ Certificate.
  • Age Proof.
  • Aadhar Card.
  • Employment Exchange Card/ Registration Number.
  • Mobile Number.
  • Bank Account Details.
  • Skill Proof. (If Any)

Steps to Apply

• Eligible Unemployed Youth can apply for free of cost entreprenuership training under Mukhyamantri Atmanirbhar Asom Scheme 2.0 through Online Application Form.
• Online Application Form of Mukhyamantri Atmanirbhar Asom Scheme is available at Chief Minister Atmanirbhar Asom Abhijan Portal.
  
• Beneficiaries have to Register themselves by clicking Sign Up Button on the home page.
  
• Fill the below mentioned detail in the Registration Form of Mukhyamantri Atmanirbhar Asom Scheme :-
  • Applicant Name.
  • Applicant Email.
  • Mobile Number.
  • Choose Password.
  • Confirm Password.
• Enter Security Code and Click on Send OTP.
• Registration of Beneficiary Youth will be done after OTP Verification.
• Login with the details received through SMS or email.
  
• Post login, click on the Scheme Registration Form to Register in Mukhyamantrir Atmanirbharshil Asom Scheme.
• Then after OTP Verification an Online Application Form of Mukhyamantri Atmanirbhar Asom Scheme will open.
• Fill the following details in the Application Form : -
  • Applicant Personal Details.
  • Applicant Contact Details.
  • Applicant Educational Details.
  • Bank Account Details.
  • Upload the Required Documents.
• Pay the registration fee online which is Rs 200 for UR and Rs 100 for SC/ST/OBC.
• Click on Submit Button to Submit the Application Form of Chief Minister Atmanirbhar Asom Abhijan.
• Print the Acknowledgement Certificate for future reference.
• Received Online Application of Mukhyamantri Atmanirbhar Asom Abhiyan will be verified by the officials of Industries and Commerce Department of Assam Government.
• After verification training details will be provided to selected youth and funds will be transferred in the bank account through DBT mode.
• Registration under Mukhyamantri Atmanirbhar Asom Scheme is open from February 1, 2025
