Scheme Introduction: A Brief Overview

  • On 1st July 2025, the Bihar State Cabinet gave approval to two major welfare schemes.
  • The first initiative, "Bihar CM PRATIGYA Yojana", focuses on supporting unemployed youth.
  • The second scheme, highlighted in this article, targets elderly artists and is titled "Mukhyamantri Kalakar Pension Yojana".
  • The scheme's purpose is to offer financial relief to aged and economically vulnerable artists who have played a key role in preserving Bihar's artistic traditions and cultural identity.
  • This pension scheme will be managed and operated by the Department of Art, Culture & Youth, Government of Bihar.
  • Eligible senior artists will receive a fixed monthly pension under this scheme as a token of appreciation for their cultural contributions.
  • A monthly amount of Rs. 3,000/- will be deposited directly into the bank accounts of selected senior artists.
  • To qualify, an artist must be at least 50 years old and should have devoted a minimum of 10 years to performing or promoting Bihar's cultural or artistic legacy.
  • Applicants with a total annual income exceeding Rs. 1,20,000/- from all sources will not be considered eligible.
  • Artists are required to complete their registration on the official Bihar Artist Registration Portal before submitting a pension application.

    • Anchoring or public announcing
    • Traditional or classical dance
    • Visual and fine arts
    • Instrumental performance
    • Poetry or recitation
    • Vocal music
    • Drama and theatre
    • Other creative art forms

  • Artists interested in applying can obtain the application form free of cost from the office of the District Art and Culture Officer.

Eligibility Requirement

  • Applicant should be a Registered Artist. (Kalakar)
  • Artist should be a Permanent Resident of Bihar.
  • Artist's Age should be 50 years or more than 50 years.
  • Experience of 10 years in the field of any form of Art is required.
  • Artist Annual Family Income should not be more than Rs. 1,20,000/-.
  • Registration on Artist Registration Portal is must.

Steps to Apply

  • Senior artists residing in Bihar are eligible to apply offline for a monthly pension benefit through the Mukhyamantri Kalakar Pension Yojana.
  • Application Forms for the scheme are distributed at no cost from the following official locations :-
    • Office of the District Art and Culture Officer (DACO)
    • Local branch of the Art, Culture & Youth Department
    • Office of the District Magistrate or Collector
  • Applicants must obtain the prescribed form from one of the listed government offices and complete it accurately.
  • Ensure all supporting documents, as listed are attached when submitting the application.
  • A Recommendation Letter from the District Art and Culture Officer is a compulsory requirement and must accompany the application.
  • Submit the fully completed application and attached documentation at the DACO office for processing.
  • The District Officer will examine the submission and verify eligibility before preparing a list of qualifying applicants.
  • The finalized list of approved beneficiaries will be sent to the Art, Culture & Youth Department for sanctioning the pension.
  • Once approved, each eligible artist will receive Rs. 3,000 per month as financial assistance, directly credited to their bank account.
  • Registration on the Official Bihar Artist Registration Portal is a required; applications will not be entertained without it.
  • To track the progress or status of your application, visit your local District Art and Culture Officer's office in person.
