Scheme Introduction: A Brief Overview

• Most of the residents of Jharkhand don't have their own home to livein.
• However, some of them has their own land but are not financially strong enough to construct a house.
• The Central Government is providing houses to homeless people under PM Awas Yojana.
• Due to some unforeseen reasons, the Central Government couldn't give permission to built 8.50 Lakh house under PM Awas Yojana in Jharkhand.
• Due to this Jharkhand Government decided to launch its own housing scheme for homeless people in the State.
• Chief Minister of Jharkhand Shri Hemant Soren on 15th of August 2023 in Morhabadi Ground announced to start a new housing scheme called "Abua Awas Yojana" in whole of Jharkhand.
• The main objective behind launching Abua Awas Yojana is to provide constructed houses to needy and homeless people.
• Abua Awas Yojana is also called "Jharkhand Abua Awas Scheme" or "Jharkhand Housing Scheme for Homeless People".
• The state government will spend more than Rs. 16,320/- Crore in 3 Years on Jharkhand Abua Awas Yojana.
• Jharkhand Abua Awas Yojana will be implemented in 3 phases : -
  • 2 Lakh Houses to be constructed in the first phase in the year 2023-2024.
  • 3 Lakh 50 Thousand Houses will be constructed in the second phase in the year 2024-2025.
  • 2 Lakh 50 Thousand Houses will be constructed in the third phase in the year 2025-2026.
• 3 Room House with Kitchen and Bathroom will be constructed under Abua Awas Yojana.
• Facility of Sewer, Water and Electricity Connection will also be provided in Constructed Houses.
• The Jharkhand Government is planning to implement this scheme as a cluster based model in which colonies of groups of houses will be created.
• Houses Constructed under Abua Awas Yojana will then be allotted to eligible beneficiaries in these colonies.
• Homeless Families will get a free of cost houses under Abua Awas Yojana whereas families living in Kuccha House will get financial assistance of Rs. 2,00,000/- for re-construction of house.
• Apart from that 95 Days of work will also be provided to beneficiaries under MGNREGA.
• Houses will be built on an area of 31 square meters under Jharkhand Abua Awas Yojana.
• Only those people are eligible to get free of cost houses under Abua Awas Yojana of Jharkhand Government who are not the beneficiary of central or state government housing scheme.
• The Jharkhand Government also launched the Official Website of Jharkhand Abua Awas Yojana.
• Government officials will conduct a household survey, based on the eligibility criteria they will prepare a list.
• Abua Awas Yojana Scheme list will be released online district wise.
• Beneficiaries whose names appear on the list can apply for housing assistance under Abua Awas Yojana.
• For this, they need to fill the Abua Awas Yojana Application form.
• Beneficiaries can also file online complaints if they face any difficulty regarding Jharkhand Abua Awas Yojana.

Scheme Benefits

• Eligible Beneficiaries will get the below mentioned benefits under Abua Awas Yojana of Government of Jharkhand :-
  • Free of Cost Houses will be provided to Homeless Families.
  • Houses will be built in 31 square meters of area.
  • Constructed House consist 3 Room, Kitchen and Bathroom.
  • Rs. 2 Lakh will be provided for the Construction of House.
  • 95 Days of Wages will also be provided under MGNREGA.

Eligibility Requirements

• Government of Jharkhand sets the following conditions for beneficiaries in order to provide them a pucca house under Abua Awas Yojana :-

  Beneficiary must be a Permanent Resident of Jharkhand. Beneficiaries should belong to any of the below mentioned category :- Family Presently Living in Kutcha House. Destitute or Homeless Family. Family belonging to the Specially Vulnerable Tribal Group. (PVTG) Victim of Natural Calamity. Released Bonded Labourers. Family should not be a Beneficiary of any of the following Housing Scheme :- Pradhan Mantri Awas Yojana - Rural. Baba Saheb Bhimrao Ambedkar Awas Yojana. Birsa Awas Yojana. Indira Awas Yojana.

Ineligibility Criteria of Scheme

• If any person or a family falls within the ambit of any of the following category then he/ she is not eligible to avail the benefit of housing assistance as promised by Jharkhand Government under Abua Awas Yojana :-

  Beneficiary Family currently living in Pucca House are not Eligible to Apply for Abua Awas Yojana. If a Family is a beneficiary of any of the below mentioned Housing Schemes :- Indira Awas Yojana. Birsa Awas Yojana. Baba Saheb Bhimrao Ambedkar Awas Yojana. Pradhan Mantri Awas Yojana - Rural. If Family has a Four Wheeler or Fishing Boat at Home. If Family has Three/ Four Wheeler Agricultural Equipment. If a Member of Family is retired or in a Government/ Semi Government Services. If fFamily member is Income Tax Payee. If there is a Refrigerator in a House of Family. If Family has 2.5 Acre of Agricultural Land with Minimum Irrigation Equipment. If Family has 5 Acres of Agricultural Land.

  • Domicile or Residence Proof of Jharkhand.
  • Aadhar Card.
  • Mobile Number.
  • Caste Certificate. (If Applicable)
  • Income Certificate.
  • Bank Account Details.

Steps to Apply

• Eligible Beneficiaries can apply for the Jharkhand Government's Abua Awas Yojana through Application Form.
• Application Form of Jharkhand Abua Awas Yojana is available free of cost at any of the below mentioned offices :-
  • Panchayat Head Office.
  • Block Office.
  • Gram Sabha Office.
  • Apki Yojana, Apki Sarkar, Apke Dwar Programme.
• Collect the Jharkhand Abua Awas Yojana Application Form and Fill it Carefully.
• Attach all the required documents with the application form.
• Now Submit the Abua Awas Yojana Application Form along with all the documents in the same office from where the application was collected.
• Concerned Officials will scrutinized the received application form and verify it thorough;y.
• List of Selected Beneficiaries of Abua Awas Yojana will be prepared then.
• Beneficiaries of Abua Awas Yojana will be informed through SMS on their Mobile Phone.
• Beneficiaries can also visit the Official Website of Jharkhand Abua Awas Yojana for their Status of Application.
• Beneficiaries can also file Online Complaint about Abua Awas Yojana through Online Mode by visiting the Jharkhand Abua Awas Yojana Official Website.
• For further assistance will be needed regarding Abua Awas Yojana of Jharkhand Government, beneficiaries can visit the district office of Department of Rural Development.
