Highlights

Introduction:

The Kasturba Gandhi Balika Vidyalaya (KGBV) scheme was launched by the Government of India in August, 2004 for setting up residential schools at upper primary level for girls belonging predominantly to the SC, ST, OBC and minorities in difficult areas.

KGBV is being implemented in educationally backward blocks (EBBs) of the country where the female rural literacy is below the national average and gender gap in literacy is above the national average. The scheme provides for a minimum reservation of 75% of the seats for girls belonging to SC, ST, OBC or minority communities and priority for the remaining 25%, is accorded to girls from families below poverty line.

The objective of KGBV is to ensure access and quality education to the girls of disadvantaged groups of society by setting up residential schools at upper primary level.

Scope of the scheme :

  • The scope of the scheme is the set up of schools in areas with :
    • Concentration of tribal population,
    • With low female literacy and/or a large number of girls out of school;
    • Concentration of SC, OBC and minority populations,
    • With low female literacy and/or a large number of girls out of school;
    • Areas with a large number of small, scattered habitations that do not qualify for a school;

Eligibility Criteria :

  1. Girls belonging to disadvantaged groups such as
    • SC,
    • ST,
    • OBC,
    • Minority and
    • Below Poverty Line (BPL) families.
  2. Girl students in the age group of 14 to 18 years.
  3. Girls living in area with low female literacy
  4. Girls in difficult circumstances who are unable to complete primary education can be enrolled under exceptional cases

Coverage of KGBV Scheme :

The scheme is being implemented in 27 States/UTs namely:

  • Assam,
  • Andhra Pradesh,
  • Arunachal Pradesh,
  • Bihar,
  • Chhattisgarh,
  • Dadar & Nagar Haveli,
  • Delhi,
  • Gujarat,
  • Haryana,
  • Himachal Pradesh,
  • Jammu and Kashmir,
  • Jharkhand,
  • Karnataka,
  • Madhya Pradesh,
  • Maharashtra,
  • Manipur,
  • Meghalaya,
  • Mizoram,
  • Nagaland,
  • Orissa,
  • Punjab,
  • Rajasthan,
  • Tamil Nadu,
  • Tripura,
  • Uttar Pradesh,
  • Uttarakhand
  • West Bengal
  1. 3609 KGBVs were sanctioned by Government of India in 460 districts as of 30th June 2014. Out of these,
    • 330 KGBVs are sanctioned in Scheduled Castes (SC) SFD districts
    • 508 in Scheduled Tribes (SC) SFD districts,
    • of which 329 and 508 are operational respectively.
  2. 544 KGBVs were sanctioned and operational in Muslim Concentration districts.
  3. 912 out of 913 KGBVs sanctioned were operational in 88 districts identified for the Integrated Action Plan for Selected Tribal and Backward Districts up to 30.6.2014.

Components of the KGBV Scheme :

Setting up of residential schools where there are a minimum of 50 girls predominantly from the SC, ST and minority communities are available to study in the school at the elementary level. The number can be more than 50 depending on the number of eligible girls.

Targets and Achievements:

The responses of state level officials on the state-wise targets and achievements on various KGBV parameters such as

  • Opening new KGBVs,
  • Upgrading the existing schools to KGBVs,
  • Appointment of male and female teachers,
  • Construction of school buildings and
  • Additional classrooms point out that the state-wise targets have been more or less achieved except in the case of appointment of female teachers and
  • Construction of school buildings, where significant performance gaps have been observed.
  • Also, no targets seem to be fixed for construction of additional classrooms in almost all states, as of end of the financial year 2011-2012.

How to Apply:

Applicants can fill the registration form from the nearest Kasturba Gandhi Balika Vidyalaya in the month of May.

The scheme is also implemented in Ladakh also by Erstwhile SSA JK. Now is run separately by Education Department of Ladakh UT

KGBV BARAMULLA, KGBV BONIYAR, KBV DANGERPORA,,KGBV WATERGAM,KGBV SULTAN DAKI, KGBV PATTAN,KGBV TRAGPORA, KGBV SOPORE,
KGBV BUDIPORA, KGBV WAGOORA are all functional in Baramulla District.

i do a ground check on kasturba gandhi schools, in most of the states they are doing a tremendous job but in some states their conditions are so bad. neither state government nor center government take any steps to improve the conditions of these schools.

The distance between the KGBV and senior secondary school is too much it's about 6km its very expensive for girls to carry on with these expenses so please find out the solution for this.

We are observing that after passing out class VIII the students are again becoming dropout.The main cause they are not getting the facility for continuing their study..Is there any scope to upgrade the hoste up to class XII?
