Scheme Introduction: A Brief Overview
- On 01 July 2025, the Bihar Government cabinet approved the launch of three major welfare schemes in the state.
- The first is the "Mukhyamantri PRATIGYA Yojana", the second is the "Mukhyamantri Kalakar Pension Yojana" (already launched), and the third, which we are focusing on here, is the "Mukhyamantri Guru Shishya Parampara Yojana".
- The primary aim of introducing the Mukhyamantri Guru Shishya Parampara Yojana is to safeguard and promote Bihar's rich cultural traditions.
- This scheme is being carried out under the Department of Art, Culture & Youth, Government of Bihar.
- Through this program, senior Gurus with expertise in rare and declining art forms will take on disciples/ shishyas and pass their knowledge to the younger generation.
- By implementing this scheme, the state government seeks to revive folk music, folk arts, and traditional practices that are slowly fading away.
- Under the Mukhyamantri Guru Shishya Parampara Yojana, financial assistance will also be provided to the selected Gurus and Shishyas.
- The incentives are fixed as follows: Rs. 15,000/- per month for Gurus, Rs. 7,500/- per month for Sangat Artists, and Rs. 3,000 per month for each Shishya.
- To be eligible, a Guru must be at least 50 years old and must have a minimum of 10 years of experience in a rare art form.
- Applicants are also required to provide the list of disciples currently learning under them, so that these Shishyas can receive the monthly financial benefit as well.
- Recognized art forms under this scheme include Lok Sangeet, Lok Nritya, Lok Vadhyakala, Shastriya Kala, Lok Gatha, Lok Natya, and Chitrakala.
- For the financial year 2025–26, the Bihar Government has allocated a budget of Rs. 1,11,60,000 for the effective execution of this scheme.
- Applications are open, and eligible candidates may apply for the Bihar CM Guru Shishya Parampara Yojana until 31 August 2025.
- The application form must be submitted to the Directorate of Cultural Affairs Office, and applicants may contact the District Art and Culture Officer for any kind of support.
Scheme Benefits
- Financial support will be given to Gurus and their disciples for the promotion and preservation of rare art forms in Bihar.
- Rs. 15,000/- per month will be provided to Gurus.
- Rs. 3,000/- per month will be provided to each Shishyas.
- Rs. 7,500/- per month will be provided to Sangat Artists.
Eligibility Requirement
- The Guru must be at least 50 years of age.
- The applying Guru should be a permanent resident of Bihar.
- A minimum of 10 years' experience in a rare art form is required.
- The Guru should hold expertise in any one of the following art disciplines :-
- Folk Music
- Folk Dance
- Folklore
- Folk Theater
- Painting
- Classical Art/Genre
- Folk Instruments
- The Guru must also have a suitable place or training centre to teach art education to disciples.
Required Documents
- Domicile of Bihar or Any Residence Proof.
- Any one valid Identity Proof such as :-
- Voter Identity Card.
- Aadhaar Card.
- PAN Card
- Two recent passport-size color photographs.
- Active Mobile number.
- List of Current Disciples/ Shishyas.
- Email Address (if available).
- Proof of Professional Experience.
- Details of Awards Received (if any).
- Information regarding National or International Performances (if applicable).
- Bank Account Details.
Steps to Apply
- Eligible Gurus or Masters can submit their applications for Mukhyamantri Guru Shishya Parampara Yojana of Government of Bihar through the offline mode.
- The Application Form for the Mukhyamantri Guru Shishya Parampara Yojana can be downloaded from the official portal of the Bihar Government or collected free of cost from the District Office of the Department of Art, Culture & Youth.
- Applicants must fill out the application form carefully and attach all the necessary documents.
- It is mandatory to mention the details of the disciples/ shishyas who are currently under training with the concerned Guru.
- There are two methods available to submit the Mukhyamantri Guru Shishya Parampara Yojana application form.
- Firstly, the filled form may be sent to the Directorate of Cultural Affairs or to the Department of Art, Culture & Youth Office through Speed or Registered Post.
- Alternatively, applicants can directly visit and submit the form with the required documents at any of the above offices.
- Once submitted, the application form along with the attached documents will be verified by the department officials.
- After verification, a list of eligible Gurus and Shishyas will be prepared and published.
- Selected applicants will be granted monthly financial assistance under the Bihar Government’s Mukhyamantri Guru Shishya Parampara Yojana.
- For any assistance or queries related to the scheme, the beneficiary Guru or Shishya can reach out to the District Officer of the Department of Art and Culture.
- The last date to apply for the Mukhyamantri Guru Shishya Parampara Yojana is 31st August 2025.
