Scheme Introduction: A Brief Overview

• Keeping its promise, the Odisha government has finally launched the "CM Kisan Yojana" on September 8, 2024.
• With an aim to provide additional financial support to farmers, especially those who are in rural areas, the government featured this scheme in the 2024 budget.
• Odisha CM Kisan Scheme is also known as 'Odisha CM Kisan Scheme, or 'Odisha CM Kisan Samman Yojana/Jojana' or 'Odisha CM Kisan Assistance Scheme'.
• Under the scheme, the state government will provide financial assistance to eligible farmers.
• However, the benefits of the CM Kisan Scheme are to be provided only to rural area farmers.
• Small and Marginal farmers of rural areas and Landless Agricultural Households farmers are eligible to receive scheme benefits.
• Currently, the state farmers are already receiving benefits under the centrally sponsored PM Kisan Scheme, where they are receiving Rs 6,000/- annually in three instalments.
• To augment the income of the farmers and to provide additional support, the government introduced the CM Kisan scheme.
• Under the scheme, beneficiary farmers will receive an annual financial assistance as per their category.
• Small and marginal farmers of Odisha will receive an annual assistance of Rs 4,000/-.
• After including PM Kisan Scheme assistance sum of Rs 6,000/- the small and marginal farmers will now receive Rs 10,000/- annually.
• Whereas, Landless Agricultural Households will receive Livelihood Support of Rs 12,500/- per year.
• The assistance provided to small and marginal farmers will be credited in two equal instalments, whereas Landless Agricultural households farmers will receive the amount in three instalments.
• Assistance amount will be credited to farmers bank account via DBT mode.
• To receive the benefit of CM Kisan Scheme, farmers must adhere to its eligibility guidelines (shared later in this page).
• For the implementation of the scheme, the government has allocated Rs 2,020 crore for the year 2025-26.
• To oversee the implementation of the CM Kisan Scheme, the government has appointed the Department of Agriculture and Farmers Empowerment its nodal authority.
• The outgoing government also provided the similar benefits to state farmers under its KALIA Scheme.
• Since the formation of the new government, the KALIA scheme has been replaced by the CM Kisan Scheme.
• Apart from the financial assistance, the government also aims to educate every child of CM Kisan Scheme beneficiaries.
• To fulfil this promise, they have launched Odisha Krishi Vidya Nidhi Yojana.
• It is mandatory for the farmers to register online to receive benefits of the CM Kisan Scheme.
• Registered farmers can check the beneficiary list of CM Kisan scheme online.
• State government has designed a dedicated portal for the CM Kisan Scheme, providing all services under one roof.

Scheme Benefits

• Under the Odisha CM Kisan Yojana, beneficiary farmers are entitled to receive the following benefits : -
  • Financial Assistance to rural areas farmers.
  • Assistance of Rs 4,000/- to Small and Marginal Farmers of rural areas.
  • Small and Marginal Farmers will receive the assistance annually in two equal installment of Rs 2,000/-
  • Livelihood Support of Rs 12,500/- is provided to Landless Agricultural Households in three installment.
  • Assistance will be credited directly to their bank account.

Eligibility Requirements

• The benefit of Odisha CM Kisan Yojana will be provided to farmers who meet the following eligibility criteria : -
  • Small and Marginal Farmers of rural area.
  • Farmers must be a domiciled resident of Odisha.
  • Landless Agricultural Households (LAH) of rural area are also eligible for the scheme benefits.

Ineligibility Criteria of the Scheme

• Beneficiaries farmers who fall under any of the given criteria are not going to receive CM Kisan Scheme benefits : -

  Medium and Large Farmers of Odisha. If anyone below 18 years of age. If multiple applicants are from same family. Urban Area Farmers. Farmers without valid ration card. If farmer his/her spouse is : - Government/ PSU Employee. Income Tax Payer. PSY Retired Staff Pensioners. Former and present : - Minister. State Minister Member of Rajya Sabha/ Lok Sabha. Member of State Legislative assemblies or councils. Mayors. Chairperson of District Panchayat. Any of the professionals like : - Doctors. Engineers. Lawyers. Chartered Accountant (CA). Registered Architects.

Required Documents

• Farmers are required to provide the following documents for CM Kisan Scheme Odisha Scheme registration : -
  • Aadhaar Card.
  • Ration Card (for small, marginal and landless farmers)
  • Land records copy.
  • Mobile Number.
  • Bank Passbook.
  • MGNREGA Job Card (for Landless Agricultural Households)

Steps to Apply

• Beneficiaries eligible for the CM Kisan scheme can apply for it online.
• The application process for Odisha CM Kisan will go through an online registration.
• Online registration for CM Kisan Scheme in Odisha will done through its official portal.
• Through this portal, beneficiaries can register for both the PM Kisan Scheme and CM Kisan Scheme.
• During registration, beneficiaries have to provide their Aadhaar number and mobile number to complete the e-KYC process .
• Additionally, before registration, farmers must first register on the Krushak Odisha portal, providing their land details.

Online Registration Process

• Visit the Odisha CM Kisan Scheme website i.e. https://cmkisan.odisha.gov.in/
• On the home page, click on the 'Farmer Registration' tab.
  
• Read the important instructions for registration appear on the screen.
  
• After reading all the instructions, press the declaration check box and click the "Proceed" Tab.
  
• Enter Your "Aadhaar Number" and Captcha Code in the space provided.
  
• Press the 'Get OTP' tab and you will receive a 6 digit OTP on your Aadhaar registered mobile number.
  • Note: For Biometrics authentication like Iris and Fingerprint visit the nearest CSC or Mo Seva Kendra.
• Next, the beneficiary needs to enter the a Mobile Number for authentication.
• Press the Get OTP and enter the 6 digit OTP received on your mobile number.
• Post successful verification, farmers' details appear.
• Verify the bank seeding status and press the Proceed tab.
• Next, farmers' personal and land details submitted in the Krushak Odisha will appear.
• Fill the other required field and press the dialogue check box if all details are correct.
• At last press the 'Submit' tab to complete the registration process.
• Once the registration is submitted, farmers will receive a token number.
• With the help of this token number, farmers can check the CM Kisan Scheme application status and E-KYC Status online.

Key Features of the Scheme

• Urban area farmers are not eligible for CM Kisan scheme, however they keep on receiving PM Kisan Scheme benefits.
• Before registering online for CM Kisan Scheme, farmers must register their land details in Krushak Odisha Portal.
• For e-KYC, farmers must have their Aadhaar number and a mobile number.
• Small and Marginal farmers will receive assistance in two installment of Rs 2,000/-.
• Multiple members of single households are not eligible.
• Application form will go through a stage verification stage, where their details will be checked.
• If any details are found incorrect, authority will return the application and applicants need to correct it.
