Mukhya Mantri Swavalamban Yojana

Introduction

• Mukhya Mantri Swavalamban Yojana is the prominent scheme of the Himachal Pradesh Government.
• The Government of Himachal Pradesh merged two scheme ”Mukhya Mantri Yuva Aajeevika Yojana -2018” by Rural Development Department and “Mukhya Mantri SwavlambanYojana-2018” by Industries Department  to launch a new scheme called Mukhya Mantri Swavlamban Yojana-2019.
• Himachal Pradesh government introduced Mukhya Mantri Swavlamban Yojana on 9th February, 2019 to empower the youth by helping them in establishing Manufacturing Unit/ Service Unit or Trading Unit.
• The scheme is implemented by Department of Industries, Himachal Pradesh.
• The scheme will not only generate self-employment but also many other people will be getting employment in these enterprises, thereby resolving the State’s issue of unemployment.
• 103 small Scale Services Enterprises and Business Enterprises are listed in scheme for which applicant can apply for subsidy.
• Applicant need to make a project report showing estimates of investment needed on Capital Expenditure (Technical civil work, Machinery/Equipment and Fixed/Miscellaneous Assets) and Working Capital mentioning total cost of project.
• Eligible entrepreneurs shall be financed by financial institutions in State and proposals are sponsored by District Industries Centres to Banks.
• Applicant can avail Investment subsidy on loan upto Rs. 60 lakh on Capital Expenditure. Interest subsidy of 5% for three years also can be availed on it.
• Project investment will be in 90:10 ratios between Government and Applicant. The applicant can contribute more than 10% if interested.
• First installment of loan by the Bank shall be more than 30 % of the Project cost.
• The investment subsidy will be approved by GM, District Industries Centre and will be provided in two installments 60% initially and 40% after verification of unit and commencement of production.
• Subsidy shall be granted only when unit will remain in commercial production for at least 3 years.
• Repayment of loan can be done in 5 to 7 years as prescribed by Bank. 
• Commercial production within 6 months for Service trade activities and 1 year for manufacturing enterprises is must to avail benefits of scheme.
• Bills with valid GST number will only be considered for expenses.
• Benefits can be availed by Proprietary firms/Corporate/Legal entities/ Partnership firms/ LLP’s (Limited Liability Partnership) in which 100% equity is held by Himachali Bonafide.
• A unit (Manufacturing or Service enterprises) can avail subsidy only under a single scheme either from State Government or Central Government.

• Capital and Interest Subsidy on starting of :-
  • Manufacturing Unit.
  • Service Enterprise.
  • Trading Unit.
• Investment subsidy for establishing business in state for a maximum investment of Rs. 60 lakh on Plant and Machinery with total Project cost not exceeding Rs. 1 Crore as follows :

  Female Entrepreneur	35 %.
  Divyangjan	35 %.
  Scheduled Castes and Scheduled Tribes	30 %.

• Interest subsidy @5 % for three years on loan upto Rs. 60 lakh.
• Government land will be given on lease at a concessional rate of 1 %.
• Stamp duty will be charged @3 % of applicable rate for purchase of Private land under scheme.
• State Government will reimburse expenses on guarantee fee to provide collateral free (Guarantee free) loan under scheme.

Eligibility for the Scheme

• Applicant should be resident of Himachal Pradesh.
• Age of applicant should be :-
  • Male :- Minimum 18 years and maximum 45 years.
  • Female :- Minimum 18 years and maximum 50 years.

How to apply for Scheme

• Applicant can apply through Mukhya Mantri Swavalamban Yojana Portal..
• Enter your Mobile Number OR Email ID for Sign In.
• Enter your Details for Investor Registration and register yourself.
• You will receive an IUID (Item Unique Identification) through mail or SMS from Single Window Clearance System.
• Login through IUID or E-mail ID and Password and Click on Login.
• Now a window will open showing “Click me to apply under Mukhya Mantri Swavlamban Yojana”. Click on it.
• Application form will open up in which you have to enter :-
  • General Information (Aadhar, Date of Birth, Qualification etc.).
  • Address information.
  • Proposal information (information about location of unit).
  • Industry information (Manufacturing/ Service/Trading industry, Product information etc.).
  • Product Cost (Capital Expenditure and Working Capital Details).
  • Banking Information (Financing bank, Bank Address, IFSC code etc.).
• Upload the needed documents :-
  • Aadhar.
  • Age Proof.
  • Land record (if any).
  • Project Report.
• Check on ‘Save documents’ the Form details will be displayed. Check it thoroughly.
• Tick agree to terms and Click on ‘Final Submission’. Your form will be submitted successfully and message will be displayed.
• The application will be forwarded to nodal officer of Scheme at District Industries Centre.
• Application will be send to concern Bank Manager who shall reply in 7 days.
• District Industries if finds it feasible then it will send application to District Level Committee.
• After approval from DLC (District Level Committee) approval letter will be send to Bank.
• Applicant can check for his approval status on Portal as it will be updated accordingly or will be informed through Bank.

Features of the Scheme

• Only one person per family can avail the benefits of Scheme.
• Loan can be availed from following Financial Institutions :-
  • 27 Public sector Banks.
  • All Regional Rural Banks.
  • Co-operative Banks.
  • Private Sector Scheduled Commercial Banks.
  • Small Industries Development Bank of India (SIDBI).
  • Corporations/ Institutions set up by State or Central Government to assist special categories.
• Enterprise shall apply for Udhyam / MSME (Micro,Small and Medium Enterprises) registration on portal of Government of India after commencement of production.
• No Investment subsidy is available for Working Capital though Interest subsidy of 5% can be availed on it. 
• Physical verification of actual establishment and working status of unit will be done by State Government through District Industries Centres and report should be submitted to Director of Industries.
