Introduction
- Himachal Pradesh Sadhbhawana Yojana was started by Government of Himachal Pradesh in the year 2023.
- The main objective behind launching this scheme is to provide relief to traders and manufactures to settle their pending taxes under various acts of Himachal Pradesh Government.
- Himachal Pradesh Sadhbhawana Yojana is also called "Himachal Pradesh Sadhbhawana Legacy Cases Resolution Scheme" or "Himachal Pradesh Sadhbhawana Scheme".
- Department of Taxes and Excise of Government of Himachal Pradesh is the nodal department of this scheme.
- Under Himachal Pradesh Sadhbhawana Yojana, Himachal Pradesh Government is going to settle all the pending arrears or taxes of traders/ manufacturers by charging them a single settlement fees.
- This will help the beneficiaries to pay their tax dues without penalty and also the revenue of Himachal Pradesh Government is also increases.
- No additional arrears or penalty is going to charge from traders/ manufacturers if they pay their dues in one go under Sadhbhawana Yojana of Himachal Pradesh Government.
- Every Trader, Manufacturer, Wholesaler and Retailer of Himachal Pradesh is eligible for tax settlement under Himachal Pradesh Sadhbhawana Scheme.
- The last date to apply for tax settlement under Sadhbhawana Yojana is 03-08-2023.
- No application for tax settlement will be received after this date.
- Eligibile Beneficiary can apply for tax settlement by self declaring their due pending tax and by paying settlement fees after that.
- Submit the documents along with proof of settlement fees payment in the office of Department of Taxes and Excise of Himachal Pradesh Government.
- Designated Committee will verify the received tax declaration and documents.
- After Verification, Discharge Certificate will be issued in the favour of beneficiary which states that they are free from their old tax liability.

Eligibility
- Applicant should be a Resident of Himachal Pradesh.
- Applicant should be :-
- A Trader.
- A Manufacturer.
- A Wholesaler.
- Or A Retailer.
- Applicant should be a tax defaulter in any of the below mentioned taxes :-
- Central Sales Tax 1956.
- Himachal Pradesh Value Added Tax Act 2005.
- Himachal Pradesh Tax on Entry of Goods into Local Area Act 2010.
- Himachal Pradesh Tax on Luxuries (Hotels and Lodging Houses) Act 1979.
- Himachal Pradesh Entertainment Duty Act 1968.
- Himachal Pradesh Entertainments Tax (Cinematograph Shows) Act 1968.
- Himachal Pradesh Goods and Sales Tax 1968.
Document Required
- The following documents is required at the time of applying for Himachal Pradesh Sadhbhawana Yojana :-
- Aadhar Card.
- GST Certificate.
- Balance Sheet. (In Case of Company)
- Profit and Loss Account. (For Trader)
- Tax Self Declaration.
- Proof of Payment of Tax Arrear.
How to Apply
- Applicant has to calculate the settlement fees first according to his/ her tax dues.
- Settlement Fees will be submitted through online mode in Treasury of Government of Himachal Pradesh.
- Then Applicant has to submit a Tax Self Declaration Form in the office of Department of Taxes and Excise of Himachal Pradesh Government.
- Tax Declaration made by beneficiary will be scrutinized by the Designated Committee of Himachal Pradesh Department of Taxes and Excise.
- Designated Committee will check the below mentioned documents thoroughly which are attached with the Tax Self Declaration Form :-
- Balance Sheet. (In Case of Company)
- Profit and Loss of Account of Trader.
- Copy of Income Tax Return. (If Filed)
- Proof of Payment of Settlement Fees.
- Any Other Documents.
- After verification, Designated Committee will provide the Discharge Certificate to beneficiary which shows that beneficiary is free from all pending tax liability.
