Scheme Introduction: A Brief Overview

• With an aim to support unemployed youth of Bihar, the state government has launched "Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana".
• This scheme provides financial support to the unemployed youth (both male and female) in Bihar.
• Under the scheme, the Government offers a monthly unemployed assistance of Rs 1,000/- to all eligible applicants.
• The scheme is also referred as 'Chief Minister Nischay Swayam Sahayata Bhatta Yojana or 'Bihar Mukhyamantri Nischay Swayam Sahayata Bhatta Scheme'.
• The primary objective of the scheme is to help educated youth who are unemployed to cater their financial issues.
• The unemployment rate in Bihar is 3.9 which is slightly more than the average unemployment rate of India i.e. 3.2%.
• In order to lower down this percentage, the government has started this scheme in the year 2016.
• Applicants completed their intermediate or graduation and not pursuing higher education are eligible for the scheme.
• Additionally, the applicants should be in the age group of 20 and 25 years.
• The assistance promised under the Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana (MNSSBY) is available for a maximum of two years.
• Through this scheme, the government not only supports unemployed youth financially but also provides skill training which will help them to secure employment.
• It is mandatory for the applicants to undergo language and computer training conducted by the Labour Department.
• The assistance amount for the last 5 months will not be released until they complete the training and submit a certificate of it.
• In the given period of time, if applicants get employment, the assistance provided under the scheme will be stopped immediately.
• Planning and Development Department of Bihar is the nodal authority of the scheme.
• Applicants can apply for the Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana online through its portal.

Scheme Benefits

• To provide financial assistance to unemployed youth of Bihar, the state government has launched the "Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana". Under this scheme, the eligible beneficiary will receive the following benefits : -
  • Unemployed Financial Assistance of Rs 1,000/- to unemployed male and female.
  • Assistance amount will be credited directly to applicants bank account.
  • Assistance will be provided every month for two years.
  • Applicants will also receive language and basic computer training.

Eligibility Requirements

• Applicants who meet the following eligibility criteria are eligible to receive monthly financial assistance of Rs 1,000/- under the Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana : -
  • Applicants must be domiciled residents of Bihar.
  • Applicants must belong to the district from which the application is submitted.
  • Age should be between 20 to 25 years.
  • Applicants must be unemployed.
  • Applicants must have completed their 12th or Graduation from Bihar.
  • Applicants should not be receiving assistance, scholarship or loan benefits.
  • Applicants must receive training under the Skilled Youth conducted by the Labour Department.
  • Applicant must not be self employed.
  • The applicants must not be pursuing higher education.
  • The applicants should not get any government or non government employment, whether temporary/permanent or contractual.

Steps to Apply

• Application form for the Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana can be submitted online.
• Applicants must first register on the portal.
  
• For registration, applicants need to share the following details : -
  • Name.
  • Email ID.
  • Aadhaar Number.
  • Mobile Number.
    
• For verification, applicants will receive an OTP via SMS and Email.
• Confirm both OTPs to complete the registration process.
• After successful registration, applicants will receive Username and Password through SMS or Email.
• To fill the application form, Login with the credentials.
  
• Change the password and log in with the new password.
• Fill the details as requested in the application form.
• Once the details are submitted select the scheme from the list.
• Next, provide academic details : -
  • Inter board name.
  • Roll Number.
  • School Code.
  • School Name.
  • Passed Year.
  • Select three places from the list for Skill training.
• After sharing all the details press the Submit tab.
• Portal will display a confirmation message click Ok.
• Download the pdf copy of the submitted application.
• Within 60 days of application form submission, applicants must visit the District Registration and Counseling Center with all their documents for verification.
• Once the verification process is completed, applicants will start receiving assistance under the scheme.

Key Features of the Scheme

• After submitting an application online, applicants must verify their application form and documents at the District Management and Counselling Center within 60 days.
• Authority will establish Skilled youth centers for training, which will provide training on working days from 10 AM to 6 PM.
• It is a must for all to undergo the skill youth training.
• Applicants must submit the certificate issued from the department upon completion of skill training.
• Benefits of the scheme will be provided for a maximum duration of 2 years.
• If applicants received employment during this period, the assistance benefits will be stopped immediately.
• The Government will provide all essential materials required for the training.
