Haryana Mukhyamantri Antyoday Dugdh Utpadan Sahkarita Protsahan Yojana

Introduction

• The Haryana government has introduced a new scheme for the Antyodaya families called the "Mukhyamantri Antyoday Dugdh Utpadan Sahkarita Protsahan Yojana".
• With an aim to provide remunerative prices to milk producers and fostering the growth of the dairy sector, the government has commenced this scheme.
• Since its launch in 2013-14, a number of beneficiaries have received benefits provided under the scheme.
• The main objective behind starting this scheme is to support the Dairy Owners of Haryana by providing them the right price of their milk.
• This scheme is also known by some other names like :- "Haryana Chief Minister Antyoday Milk Production Cooperative Incentive Scheme" or "Haryana Chief Minister Antyodaya Dugdh Utpadan Sahkarita Protsahan Yojana".
• Initially the benefit provided under the scheme was Rs 5/- per liter, but in the year 2023, the government has revised the benefits to Rs 10/- per liter.
• On August 2024, the state Chief Minister has transferred around 15.59 cr to 35,000 registered milk producers.
• While transferring the funds, CM announced that from now onwards insurance facilities will be provided to all registered milk producers as an additional benefits.
• This insurance will be provided either through Pradhan Mantri Jeevan Jyoti Bima Yojana or Pradhan Mantri Suraksha Bima Yojana.
• However, the premium under the insurance will be paid by the government or the beneficiaries is yet to be informed.
• As it is clear from the scheme name that this scheme is only for the people who belong to the Antyoday Family.
• Incentive on Actual Price of Milk will be provided to Dairy Owners who will sell their dairy milk in Milk Union.
• Incentive of Rs. 10/- per Liter more on Actual Milk Price will be provided to Antyoday Family Dairy Owners under Mukhyamantri Antyoday Dugdh Utpadan Sahkarita Protsahan Yojana.
• This means that if Antyoday Family Dairy Owners sell their Dairy Milk to Milk Union then they will get Rs. 10/- per litre more on Actual Price of Milk.
• Incentive on Actual Price of Milk under Mukhyamantri Antyodaya Dugdh Utpadan Sahkarita Protsahan Yojana will be payable only for 1 year.
• Benefits under the scheme will be provided in the following manner : -
  • For the period from 1 April 2024 to 30 September 2024 lean period, Rs 5 per liter.
  • For the period from 1 October 2024 to 31 March 2025, Rs 3/per liter.
  • Whereas, Antyodaya families will receive Rs 10/ per liter for up to one year.
• After receiving the milk, the authorities at the milk union will test it.
• In case, buffalo milk contains fat less than 6% and SNF less than 8.45, Rs 1 will be deducted per liter.
• It is mandatory to sell the milk in Milk Union to avail the benefit of incentive on actual milk price.
• Only people from Antyodaya families are eligible to benefit from this scheme.
• In the financial year 2023, a total of 63,000 beneficiaries received the benefits of the scheme, for which the government has released around Rs 3,251.30 lakh.
• For the year 2024-25, the government aims to provide benefit to around 95,000 beneficiaries, for this the government outlay around Rs 100.80 Cr.

Benefits of Scheme

• Beneficiaries belonging to Antyoday Family will get the following benefits under Haryana Government's Mukhyamantri Antyoday Dugdh Utpadan Sahkarita Protsahan Yojana :-
  • Incentive of Rs. 10/- per Liter More on Actual Price of Milk.
  • Benefit will only be Provided to Beneficiary when Milk is sold to Milk Union.
  • Rs. 10/- per Liter More will be Provided than the Milk Price of Milk Union.
  • Insurance facility to all eligible beneficiaries under Pradhan Mantri Bima Yojana.

Eligibility

• Haryana Government sets the following eligibility conditions for the beneficiaries to avail the benefit of Mukhyamantri Antyoday Dugdh Utpadan Sahkarita Yojana :-
  • Applicant should be a Resident of Haryana.
  • Applicant must have started a Mini Milk Dairy by taking a Loan.
  • Applicant should be belong to Antyoday Family.
  • Applicant should be willing to Sell the Milk in Milk Union.

  • Antyoday Card.
  • Parivar Pehchan Patra.
  • Aadhar Card.
  • Income Certificate.
  • Milk Union Registration Number.
  • Mobile Number.
  • Bank Account Details.

How to Apply

• Only eligible beneficiaries can apply for the Mukhyamantri Antyodaya Dugdh Utpadan Sahkarita Yojana.
• Beneficiaries can submit their application form for the Mukhyamantri Antyodaya Dugdh Utpadan Sahkarita Yojana through Union Milk Centre.
• For this, the users need to visit the nearest Milk Union Center.
• At the centre, applicants need to provide the necessary details and documents to the officials.
• Once the registration is completed, applicants can distribute their milk at these centres.
• The benefits promised under the scheme will be sent directly to the bank account of beneficiaries.
