"75% Attendance Rule – Eligibility vs Mode of Application Confusion"

I am a Class 12 student, and I want to highlight an issue regarding the financial assistance scheme. The government has promised to provide us financial aid, but our college has made 75% attendance mandatory in order to avail it. In the official government notice, there is no mention of 75% attendance under the eligibility criteria. It is only mentioned below in the mode of application section. Because of this, some colleges have not enforced the 75% attendance requirement and allowed all students, but our college has made it compulsory. This condition is very unfair for those girls who have to shoulder family responsibilities. For example, some have lost their parents and need to work to run their households. It is impossible for them to maintain 75% attendance, and as a result, they lose the financial aid — even though they are the ones who need it the most. I would like to ask: 1. Is 75% attendance truly a mandatory eligibility criterion? 2. If it is not mentioned in the eligibility section, do colleges have the right to impose it as a condition?
