Telangana Dalit Bandhu Scheme

Introduction

• Telangana Government launched Dalit Bandhu Scheme on 16 August 2021 in Hazurabad Assembly Constituency for up liftment of Scheduled Caste people.
• It is an economic support scheme which focuses on empowerment of poorest of poor in the state.
• Under the scheme capital assistance of Rs.10,00,000/- will be provided to one person of Scheduled Caste Family, to start income generating activity according to his/ her potential.
• This assistance is directly from state government through DBT (Direct benefit Transfer), without bank loan with 100% grant.
• Dalit Bandhu Scheme shall help poor people to live with dignity by making them self sufficient by providing them means of employment.
• Dalit Bandhu Scheme shall not only help beneficiary become self-employed but he/ she can also become employment generator for others.
• Scheme shall be implemented in the entire state to cover SC (Scheduled Caste) families in 3 to 4 years, living in 119 Assembly Constituency of Telangana.
• Every year Rs. 30,000 Crore to Rs. 40,000 Crore shall be invested in Dalit Bandhu Scheme by Telangana Government.
• Currently except Hazurabad, 100 SC (Scheduled Caste) families will be selected per constituencies to avail scheme benefits.
• In addition a separate Protection fund/ Security fund will be created to provide assistance to beneficiary in case of adversity.
• All identified Dalit (SC) families of state are eligible for scheme. Beneficiary will be given Dalit Bandhu Card (electronic card) which will help Government to monitor the scheme.
• Candidates are encouraged to establish Industry, Service, Retail, Transport and Business sector Schemes for self-employment.

Benefits of Scheme

• Government of Telangana will provide the below mentioned benefits to all schedule caste eligible beneficiaries under Telangana Dalit Bandhu Scheme :-
  • One Time Financial Assistance of Rs.10,00,000/- will be provided.
  • Financial Assistance will be Provided to Start Income Generation Business/ Activity.
  • No Guarantee is required for availing assistance as it is not a loan.
  • Beneficiary doesn't have to pay this amount back to Government.

Eligibility Criteria

• Beneficiary should be a Permanent Resident of Telangana.
• Beneficiary should be belong to Scheduled Caste (SC) Category.

Documents Required

• The below mentioned documents is needed at the time of availing the benefit of financial assistance under Telangana Dalit Bandhu Scheme :-
  • Residence Proof of Telangana.
  • SC Category Certificate.
  • Aadhar Card.
  • Mobile Number.
  • Rice Card/ Food Card.
  • Driving License (Transport Sector).
  • Qualification and Skill Certificate (Specific Components).

How to Apply for Scheme

• Selection of Beneficiary under Dalit Bandhu Scheme will be done by District Monitoring Committee headed by District Collector with the help of data collected by SERP (Society for elimination of rural poverty) and MEPMA (Mission for elimination of poverty in municipal areas) and Gram Sabha/ Municipal Sabha for prioritising beneficiaries.

Features of Scheme

• A separate Telangana Dalit Bandhu Account facility with all commercial banks is provided for implementation of scheme.
• Dalit Bandhu Account of beneficiary is opened in these banks. No Debit or Credit card is provided for this account. Dalit Bandhu card is provided and transaction can be done only through NEFT/RTGS by this account to suppliers.
• Rs. 9.90 lakh is transferred directly to Dalit Bandhu Account and Rs.10,000/- is transferred to Dalit Rakshan Nidhi through Aadhar. Extra Rs.10,000/- is given from department in Dalit Rakshan Nidhi.
• Assistance amount provided under Telangana Dalit Bandhu Scheme is transferred to beneficiary account after approval of quotation of scheme.
• Beneficiary can use Rs.9.90 Lakh on income generating activity of his choice.
• No amount is needed to be paid back by the beneficiary.
