ভূমিকা
- নয়া উড়ান প্রকল্পটি হলো সংখ্যালঘু বিষয়ক মন্ত্রকের একটি মুখ্য আর্থিক সহায়তা প্রকল্প।
- এটি বিশেষত ভারতের ছয়টি বিজ্ঞাপিত সংখ্যালঘু সম্প্রদায়ের প্রার্থীদের উপর দৃষ্টি নিবন্ধন করে :-
- মুসলমান।
- খ্রিস্টান।
- শিখ।
- বৌদ্ধ।
- জৈন।
- পার্সি (জরওঅস্ট্রিয়ান)।
- ইউপিএসসি, রাজ্য পিএসসি এবং এসএসসি - এর প্রেলিমিনারি পরীক্ষায় উত্তীর্ণ প্রার্থীরা এই সুবিধা পাওয়ার যোগ্য।
- নয়া উড়ান প্রকল্পের মূল উদ্দেশ্য হলো প্রয়োজনীয় আর্থিক সহায়তা প্রদান করা যাতে প্রার্থীরা ভালোভাবে মিনস পরীক্ষার জন্য প্রস্তুতি নিতে পারে।
- প্রার্থীদের এই সুবিধাটি সরাসরি বেনিফিট ট্রান্সফার আকারে প্রদান করা হবে।
- নয়া উড়ান প্রকল্পের অধীনে, প্রতি বছর ৫,১০০ জন প্রার্থীকে নির্বাচন করা হবে।
- নয়া উড়ান প্রকল্পের অধীনে, যোগ্য শিক্ষার্থীদের নিম্নলিখিত আর্থিক সহায়তা প্রদান করা হবে :-

- যেসমস্ত প্রার্থীরা রাজ্য পিসিএস (স্নাতক স্তরের নন - গেজেটেড) পরীক্ষায় উত্তীর্ণ হয়েছে তাদের Rs. ২৫,০০০/- প্রদান করা হবে।
- এই আর্থিক সহায়তা প্রার্থীরা নিজেদের মিনস পরীক্ষার জন্য আরও ভালোভাবে প্রস্তুত করার জন্য ব্যবহার করবে।
- কিন্তু সংবাদ হলো যে সংখ্যালঘু মন্ত্রক সাময়িকভাবে নয়া উড়ান প্রকল্পটিকে স্থগিত করেছে।
- আবেদনকারী আমাদের নয়া উড়ান প্রকল্পের পেজটিকে সাবস্ক্রাইব করতে পারেন, আমরা যত দ্রুত নয়া উড়ান প্রকল্প সংক্রান্ত কোনো আপডেট পাবো তা আমরা আপনাকে অবহিত করবো।
- যোগ্য প্রার্থীরা অনলাইন সার্ভিস প্লাস পোর্টালের মাধ্যমে আবেদন করে এই প্রকল্পের সুবিধা নিতে পারে।

- প্রার্থীকে সংখ্যালঘু সম্প্রদায়ের যেকোনো একটির অন্তর্গত হতে হবে :-
- মুসলমান।

- বৌদ্ধ।
- জৈন।
- পার্সি (জরোস্ট্রিয়ানস)।
- এদের দ্বারা পরিচালিত যেকোনো প্রিলিমিনারী পরীক্ষায় প্রার্থীদের উত্তীর্ণ হতে হবে :-
- ইউনিয়ন পাবলিক সার্ভিস কমিশন (সিভিল সার্ভিসেস, ইন্ডিয়ান ইঞ্জিনিয়ারিং সার্ভিসেস এন্ড ইন্ডিয়ান ফরেস্ট সার্ভিসেস)।
- রাজ্য পাবলিক সার্ভিসেস কমিশন (গ্রুপ এ অন্ড বি(গেজেটেড এন্ড নন - গেজেটেড পদ)।
- স্টাফ সিলেকশন কমিশন (কম্বাইন্ড স্নাতক/ গ্রাজুয়েট স্তর/ সিএপিএফ ফর গ্রুপ বি (নন - গেজেটেড পদ )।
- প্রার্থীর পারিবারিক বার্ষিক আয় প্রতি বছর Rs. ৮,০০,০০০/- এর বেশি হওয়া যাবে না।
- নয়া উড়ান প্রকল্পের অধীনে, অতীতে প্রার্থী কর্তৃক সুবিধা নেওয়া যাবে না।

- নয়া উড়ান প্রকল্পের জন্য আবেদন করতে আবশ্যক নথিগুলি প্রয়োজন :-
- একটু স্ট্যান্ডার্ড ফরম্যাটে নয়া উড়ান প্রকল্পের হলফনামা ।
- একটি স্ট্যান্ডার্ড ফরম্যাটে নয়া উড়ান প্রকল্পের স্ব - ঘোষণা।
- পরিচয় প্রমাণ।
- অন্নেক্সার - I (Annexure - I) (স্ক্যান করা ফটো)।
- অন্নেক্সার - II (Annexure - II) (স্ক্যান করা স্বাক্ষর)।
- পারিবারিক আয়ের প্রমাণ (অর্থাৎ বার্ষিক আয়ের শংসাপত্র)।
- সার্ভিস পরীক্ষার বিবরণ - I (অর্থাৎ প্রীলিমস পরীক্ষার অ্যাডমিট কার্ড)।
- সার্ভিস পরীক্ষার বিবরণ - II (অর্থাৎ রোল নাম্বার সহ প্রীলিমস পরীক্ষার রেজাল্ট পেজ)।
- নয়া উড়ান প্রকল্পের স্ব - ঘোষণায় উল্লেখ করতে হবে যে প্রার্থী একটি বিজ্ঞাপিত সংখ্যালঘু সম্প্রদায়ের অন্তর্গত ।
- সংখ্যালঘু শংসাপত্র (যদি উপলব্ধ)।
- স্ক্যান করা একটি ফরম্যাটে প্রার্থীর যে কোনো একটি পরিচয়পত্র (আইডেন্টিটি কার্ড) আপলোড করা হবে :-
- আর্ধার কার্ড।
- প্যান কার্ড।
- ড্রাইভিং লাইসেন্স।
- ভোটার আইডেন্টিটি কার্ড।
- পাসপোর্ট।
- রেশন কার্ড।
- বিপিএল কার্ড।
- Rs. ১০/২০ - এর নন - জুডিশিয়াল স্ট্যাম্প পেপারে নয়া উড়ান প্রকল্পের হলফনামা যথাযথভাবে নোটারাইজ করা আছে যে প্রার্থী অন্য কোনো অনুরূপ প্রকল্প থেকে কোনো আর্থিক সহায়তা গ্রহণ করছেন না/ নিচ্ছেন না।
- আর্থিক সাহায্য পেতে নয়া উড়ান প্রকল্পের হলফনামা বাধ্যতামূলকভাবে প্রয়োজন।
আবেদন প্রক্রিয়া
- নয়া উড়ান প্রকল্পের অধীনে, আর্থিক সহায়তা পেতে প্রার্থীকে প্রথমে সার্ভিস প্লাস প্লাটফর্মে যেতে হবে।
- শুধুমাত্র অনলাইন আবেদন গ্রহণ করা হবে। কোনো অফলাইন আবেদন বিবেচনা করা হবে না।
- প্রার্থীদের একটু বৈধ ইমেল আইডি থাকতে হবে। প্রার্থীকে সংখ্যালঘু বিষয়ক মন্ত্রক থেকে সাহায্য সংক্রান্ত সমস্ত যোগাযোগ নিবন্ধিত ইমেল পাঠানো হবে।
- এসএমএস যোগাযোগের জন্য প্রার্থীর নিজস্ব একটি বৈধ ফোন নাম্বার থাকতে হবে।
- প্রার্থীকে নিম্নলিখিত বিবরণগুলি পূরণ করে সার্ভিস প্লাস প্লাটফর্মে নিজেকে নিবন্ধন করতে হবে :-
- পুরো নাম।
- বৈধ ইমেল আইডি।
- মোবাইল নাম্বার।
- প্রার্থীর পছন্দমত যেকোনো পাসওয়ার্ড।
- রাজ্যের বাসিন্দা।
- ক্যাপচা পূরণ।
- সাবমিট বাটনে ক্লিক করুন।
- প্রার্থীর ইমেল এবং মোবাইল নাম্বারে পাঠানো ওটিপি পূরণ করুন।
- যাচাইকরণের জন্য উভয় ওটিপি পূরণ করা বাধ্যতামূলক।
- একবার ওটিপি যাচাই হয়ে গেলে, প্রার্থীরা তাদের ইমেল আইডি এবং পাসওয়ার্ড দিয়ে লগ ইন হতে পারবে।
- লগ ইন হওয়ার পর, সমস্ত ব্যাক্তিগত যোগাযোগ বিবরণগুলি পূরণ করুন এবং সমস্ত প্রয়োজনীয় আসল নথির স্ক্যান করা কপি আপলোড করুন।
- সংখ্যালঘু বিষয়ক মন্ত্রণালয়ে আবেদনের প্রক্রিয়াকরণের বিভিন্ন পর্যায়ের বিজ্ঞপ্তি (নোটিফিকেশন) প্রার্থীদের তাদের ইমেল ঠিকানা বা মোবাইল নাম্বারে পাঠানো হবে।
- আবেদনকারীর কাছ থেকে প্রাপ্ত আবেদনগুলি মন্ত্রণালয়ে যাচাই - বাছাই করার জন্য কমিটির সামনে রাখা হবে।
- প্রার্থীদের আবেদনের অবস্থা ট্রাক রাখার পরামর্শ দেওয়া হচ্ছে।
- প্রার্থীকে অবশ্যই নয়া উড়ান প্রকল্পের বিধান অনুসারে নির্ধারিত তারিখ এবং সময়ের মধ্যে আবেদন প্রক্রিয়াটি সম্পূর্ণ করতে হবে।
প্রকল্পের বৈশিষ্ট্য
- প্রার্থীরা শুধুমাত্র একবার নয়া উড়ান প্রকল্পের সুবিধা নিতে পারে।
- প্রার্থীরা শুধুমাত্র একটি প্রিলিমিনারী পরীক্ষার জন্য সুবিধা নিতে পারে।
- এই প্রকল্পের অধীনে, প্রত্যেকটি সংখ্যালঘু সম্প্রদায়ের জন্য নির্দিষ্ট আসন রয়েছে।
- মন্ত্রণালয়ের কমিটির দ্বারা গৃহীত সমস্ত আবেদন যাচাই করা হবে।
- শিক্ষার্থীদের নির্বাচনের জন্য কমিটির সিদ্ধান্তই চূড়ান্ত হবে।
- ডাইরেক্ট বেনিফিট ট্রান্সফার (DBT) প্রক্রিয়ার মাধ্যমে প্রার্থীদের অর্থপ্রদান করা হবে।
- পেমেন্ট একক কিস্তিতে করা হবে।
- সুবিধা পেতে পরীক্ষায় উত্তীর্ণ হওয়ার প্রমাণ বাধ্যতামূলকভাবে প্রয়োজন।
- এই প্রকল্পের অধীনে যদি প্রার্থী দুই বার সুবিধা নেয় তাহলে তাকে (ছেলে/ মেয়ে) ১০% সুদ সহ টাকা ফেরত দিতে হবে।
