Scheme Introduction: A Brief Overview

  • Apun Bahan Scheme was started in Assam State on 2nd of August 2023.
  • Assam Government's main objective is to support government employees and help them to purchase 2 or 4 wheelers for their family.
  • Finance Department is the nodal department of this scheme.
  • If any regular and permanent employee of Assam Government is interested in purchasing of a 2 or 4 wheeler vehicle then government will provide the benefit of interest subsidy.
  • 2% interest subsidy will be provided to male government employees on the purchase of petrol/ diesel 2 or wheeler.
  • However if male employee purchased EV vehicle then 3% interest subsidy will be provided under Apun Bahan Scheme.
  • Benefit of 3% interest subsidy will be provided to women and disabled government employee on the purchase of any kind of vehicle.
  • Beneficiary Government can also avail the facility of bank loan for remaining amount.
  • Bank Loan is available of vehicles 85% to 90% cost and beneficiary can get maximum loan of Rs. 15,00,000/- or 48 times of net monthly income.
  • Loan repayment period is minimum 3 years and maximum 7 years.
  • Employees in the age group of 21 years to 53 years are only eligible to get the benefit of interest subsidy under Assam Government's Apun Bahan Scheme.
  • Only offline mode is available. beneficiary cannot apply for Apun Bahan Scheme through Online Application Form.
  • Apun Bahan Scheme Application Form is available in the office of Drawing and Disbursing Officer of finance department.
  • Beneficiary Government Employee can contact DDO for any help or assistance required regarding scheme.

Scheme Benefits

  • Benefits that are provided by Assam Government to its employees under Apun Bahan Scheme are mentioned below :-
    • Government Employees will get Assistance in the form of Interest Subsidy on the Purchase of Vehicle.
    • Personal Vehicles like 2 and 4 Wheelers are only Eligible for Interest Subsidy.
    • 2% Interest Subsidy will be provided to Male Employees on the purchase of Petrol or Diesel Vehicle.
    • If Male Employee purchase Electric Vehicle then 3% interest subsidy is applicable.
    • 3% Interest Subsidy on the purchase of any kind of vehicle will be provided to Disabled and Women Government Employees.
    • Government will pay Subsidy Amount directly in Employees Salary Account.
    • There will also a faciltity of Bank Loan which cover 85% to 90% of vehicle road price.
    • Employee can get maximum loan of Rs. 15 Lakh or 48 times of their net monthly income.
    • Employee can repay the loan amount from 3 years to 7 years.

Eligibility Requirements

  • Assam Government sets the following eligible requirements for applicants to provide them interest subsidy on the purchase of vehicle under Apun Bahan Scheme :-
    • Applicant should be a Permanent Resident of Assam.
    • Applicant should be a Assam Government's Permanent and Regular Employee.
    • The Age of Employee should 21 years to 53 years.
    • The Family Annual Income from all sources should be more than Rs. 3 Lakh.
    • The minimum time period of a employee in government service should be 7 years.

    • Aadhaar Card.
    • Identity Card of Employee.

Steps to Apply

  • Permanent and Regular Employee of Assam can purchase 2 or 4 wheeler and avail the benefit of interest subsidy under Apun Bahan Scheme.
  • Take Apun Bahan Scheme Application Form from the Office of Drawing and Disbursement Officer (DDO) of Finance Department.
  • Fill the Application Form and attach all the required documents with it and submit it in the same DDO Office.
  • Drawing and Disbursement Officer will scrutinized the application form and documents and certify them with its stamp.
  • List of Eligible Government Employees will then forward to financial institution for approval of loan amount.
  • The amount of loan will be disbursed directly to vehicle dealer.
  • Amount of Interest Subsidy will be paid by government in the the bank account of employee.
  • Employee will have to pay the installments of loan amount on time.
  • The loan repayment payment will be 3 years to 7 years.
