Scheme Introduction: A Brief Overview

• The Telangana government is well known for its welfare schemes through which they aim to provide benefits to every underprivileged section of the society.
• Of these schemes, one such initiative is "Telangana Economic Rehabilitation Scheme", designed to support the disabled people and transgenders in the state.
• This scheme promises to provide livelihood opportunities to persons with disabilities and transgenders, by offering financial assistance.
• They can use this funds to establish industries, service based enterprises, businesses, agricultural and other related activities.
• The scheme is also known by other names such as "Telangana Economic Rehabilitation Yojana" or 'Telangana Economic Rehabilitation Pathakam' or "Economic Rehabilitation Scheme for Disabled" or "Economic Rehabilitation Scheme for Transgender'.
• With the help of this scheme, individuals transgenders and disabled person can lead their life normally by generating sustainable income by establishing their own units.
• Under the scheme, units established with a unit cost up to Rs 50,000/- will receive 100% financial assistance through direct subsidy.
• However, financial assistance for units with a value of more than Rs 50,000/- will be linked to the credit component of the bank.
• If the beneficiary unit cost value is more than 50,000/- but less than Rs 1 lakh, they will receive 80% of the amount as a subsidy while the rest of the amount will be covered as a bank loan.
• Under the Telangana Economic Rehabilitation Scheme (ERS), beneficiaries can avail a maximum assistance of Rs 10 lakh depending on the unit they are establishing.
• Disabled individuals with a minimum disability of 40% are eligible to apply subject to fulfilling other criteria's.
• Beneficiaries must meet the eligibility guidelines stated under the Economic Rehabilitation Scheme.
• Only one member from each household is entitled for scheme benefits.
• For transgenders, the authority will publish a notification through print and electronic media, where applicants need to submit their application manually.
• Interested disabled beneficiaries can apply for the Economic Rehabilitation Scheme online.
• Application form form Economic Rehabilitation Scheme will remain available for a limited period.
• The last date to submit the Economic Rehabilitation Scheme application form for disabled applicants is February 12, 2025.
• In case of any query related to the scheme, applicants must reach out to the nodal authority helpline number or can visit the nearest nodal department office.
• Department for Empowerment of Persons with Disabilities, Senior Citizens & Transgender Persons, Telangana serves as the nodal authority of Economic Rehabilitation Scheme.

Scheme Benefits

• Beneficiaries are entitled to receive the following benefits under the Telangana Economic Rehabilitation Scheme : -
  • Financial Assistance to establish business units.
  • Assistance will be provided with a 100% subsidy for units up to Rs. 50,000/- unit cost.
  • Units with value more than Rs 50,000/- will receive assistance as per the pattern given below : -

    Rs.1.01 Lakh to 2.00 Lakh unit cost	70%	30%

Eligibility Requirements

• To receive the benefits of the Telangana Economic Rehabilitation Scheme (ERS), the beneficiary must meet the following eligibility criteria : -

  Disabled

  For Transgenders

  The beneficiary must be a domiciled resident of Telangana. Age should be in between 21 and 55 years. Minimum disability should be 40%. The annual family income should not exceed Rs 1.50 lakh in rural areas and Rs 2.00 lakh in urban areas. Benefit will be provided to only one member from each household. The beneficiary should not have availed any benefits from the department in the last 5 years. Beneficiary availing scheme benefits shall not be eligible for scheme benefits in the next 5 years. Preference will be given to applicants with technical qualifications and/or with a relevant experience in the chosen activity.

  The beneficiary must be a domiciled resident of Telangana. Applicants must be unemployed. Age should be in between 21 and 55 years. The annual family income should not exceed Rs 1.50 lakh in rural areas and Rs 2.00 lakh in urban areas.

Required Documents

• Beneficiaries must be in possession of the following documents when applying for the Telangana Economic Rehabilitation Scheme : -
  • Aadhaar Card.
  • Domicile Certificate.
  • Passport Size Photograph.
  • MeeSeva (Caste Certificate) number.
  • Food Security Card.
  • Sadarem Certificate issued by the competent medical authority.
  • Income Certificate.
  • Self Declaration.
  • Mobile Number.
  • Bank Account Details.
  • Bank Passbook front page.
  • Experience Certificate (If any)
  • Technical Education Certificate (If any).

Steps to Apply

• Eligible applicants can apply for the Telangana Economic Rehabilitation Scheme Online.
• Transgenders applicants can submit their application manually, whereas disabled applicants can apply for the scheme online.
• Application form for Telangana Economic Rehabilitation Scheme is available at Online Beneficiary Management and Monitoring System (OBMMS).
• On the home page, click on the 'Apply Online' tab under the Citizen Corner section.
  
• On the next screen, tap on the 'ERS Registration'.
  
• The beneficiary registration form will appear on the screen.
  
• In this, applicants need to select the : -
  • Type of beneficiary
  • Type of financial assistance
  • Sector and
  • Scheme.
• The minimum unit cost of the selected sector will be displayed on the screen.
  
• Press the 'Go' tab, to proceed to the registration form.
• The ERS registration form will appear on the screen.
  
• Fill and select the details carefully in the form.
• Upload the requisite documents in the prescribed size and format.
• After providing all the details, check the self confirmation dialogue box given at the end of the form.
  
• Preview the application form before final submission.
• After submission, applicants will receive a confirmation via SMS on their registered mobile number.
