Scheme Introduction: A Brief Overview
- The Chief Minister of Tamil Nadu, Thiru M.K. Stalin, has launched a dedicated welfare initiative for ex-servicemen and their families called the "Mudhalvarin Kakkum Karangal Scheme".
- The name of the scheme translates to "Protecting Hands", symbolising care and support.
- The core aim of this scheme is to help ex-servicemen and their dependents to set up self-employment ventures by offering financial and institutional support.
- The scheme is implemented by the Department of Ex-Servicemen's Welfare, Government of Tamil Nadu.
- Under the Mudhalvarin Kakkum Karangal Thittam, eligible ex-servicemen, their widows, and dependents can avail business loans of up to Rs. 1 crore to start their entrepreneurial journey.
- To make these loans more accessible, the Tamil Nadu Government offers a capital subsidy of 30% on the sanctioned amount of loan.
- In addition, beneficiaries are also eligible for a 3% interest subvention, further reducing their repayment burden.
- The scheme is exclusively designed for ex-servicemen, widows of ex-servicemen, dependent sons and daughters including unmarried and separated daughters.
- Applicants who are already availing benefits under the following schemes are not eligible to apply for Tamil Nadu Government's Mudhalvarin Kakkum Karangal Scheme :-
- Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME)
- Prime Minister Employment Generation Programme (PMEGP)
- Annal Ambedkar Business Champions Scheme (AABCS)
- Unemployed Youth Employment Generation Programme (UYEGP)
- New Entrepreneur cum Enterprise Development Scheme (NEEDS)
- Bank Loan Interest Subsidy Scheme (BLISS)
- Eligible applicants must register online through the official website of the Department of Ex-Servicemen's Welfare, Tamil Nadu to apply for Mudhalvarin Kakkum Karangal Scheme.
- Once submitted, each application will be carefully reviewed by a designated committee.
- The names of selected beneficiaries will then be forwarded to lending banks for verification.
- After successful verification, the subsidy amount will be directly credited to the bank account of the eligible ex-serviceman or dependent.

Scheme Benefits
- Loan facility available for starting a business activity.
- Maximum up to Rs. 1 crore loan will be provided for business.
- The Government will provide a 30% capital subsidy on the approved loan amount
- An additional benefit of 3% interest subvention will also provided.
Eligibility Requirement
- The applicant must belong to any one of the following categories:
- Ex-Servicemen
- Ex-Servicemen Widows.
- Dependent daughters and sons.
- Unmarried or separated daughters.
- Ex-Servicemen and their dependents must be Tamil Nadu's permanent residents.'
- There is no income eligibility condition for this scheme
- If the son of ex-servicemen is above 25 years, then the ex-serviceman should apply as the primary applicant, and the son can be added as a co-applicant
- Applicants must not already be beneficiaries of PMFME, PMEGP, NEEDS, UYEGP, AABCS, or BLISS schemes

Steps to Apply
- Eligible Ex-servicemen and their dependents can submit applications online for business loans and subsidies under the Tamil Nadu Government's Mudhalvarin Kakkum Karangal Scheme.
- The online application form for the Mudhalvarin Kakkum Karangal Scheme is available on Department of Ex-Servicemen's Welfare Website.
- Visit the official website and click on Registration of Mudhalvarin Kakkum Karangal Scheme.
- Next, select Applicant and click on Login.
- The applicant must log in using their registered mobile number.
- After login, the application form will open, where the applicant has to provide fill the below mentioned information in Mudhalvarin Kakkum Karangal Scheme Form :-
- Personal Details.
- Address Details.
- Project Details.
- Lending Bank Details.
- Upload Documents.
- Upload Land and Project related document.
- Check the filled details and click on submit button to submit the Application for Mudhalvarin Kakkum Karangal Scheme.
- The submitted application will be reviewed by the committee.
- The committee will shortlist eligible ex-servicemen and dependents for the subsidy benefit on the business loan under the Tamil Nadu Government's Mudhalvarin Kakkum Karangal Scheme.
- The list of selected beneficiaries will then be sent to the lending bank for verification.
- Finally, the subsidy amount under the Mudhalvarin Kakkum Karangal Scheme will be directly transferred to the beneficiary's account.
