Regarding Devraj Urs interest free loan for abroad students

I have completed my masters abroad in October 2024. Unfortunately I wasn't aware of this scheme Devraj Urs scheme for backward classes. So can i apply to the scheme since the applications has been closed. Please help and I come from farmers background.
