Pradhan Mantri Bhartiya JanAushadhi Pariyojana (PMBJP)

Pradhan Mantri Bhartiya JanAushadhi Pariyojana was launched in November 2016, to make quality medicines available at affordable prices for all, particularly for the poor and disadvantaged. Bureau of Pharma PSUs of India (BPPI) is the implementation agency for the scheme.

Under this scheme several PMBJP stores have been set up to provide generic drugs, which are available at lesser prices but are equivalent in quality and efficacy as expensive branded drugs.

Benefits of the scheme: -

• PMBJP scheme promotes awareness about cost effective drugs and their prescription.
• It makes available unbranded generic quality medicines at affordable prices through public private partnership.
• The scheme has enabled substantial savings in health care more particularly in the case of poor patients.
• PMBJP has resulted in 50-90% savings to patients in the area of healthcare by selling generic medicines through its PMBJP Kendras across the country. For example, the average market price of Cetrizine 10 mg 10 Tablets is Rs. 15.30 while the PMBJP’s price of Cetrizine 10 mg 10 Tablets is 1.84 Rs. Hence, saving is 87.97%.

Who is eligible to open Jan Aushadi Kendra?

1. State governments or any organization
2. Private hospitals
3. Charitable institutions
4. Doctors
5. Reputed NGO's
6. Unemployed pharmacist
7. Individual applicants having B.pharma degree and D.pharma Degree.
8. Organization have to employ B.Pharma/D.Pharma degree holders and produce proof of the same.

Incentives and Margins

1. 20% margin on MRP (Excluding taxes) of each drug will be provided to operating agency.
2. The Applicants belonging to weaker sections like SC/ST/Differently-abled may be provided medicines worth Rs. 50,000/- in advance within the incentive of Rs. 2.5 lakhs which will be provided in the form of 15% of monthly sales subject to a ceiling of Rs. 10,000/- per month up to a total limit of Rs. 2.5 lakh.
3. PMBJK run by private entrepreneurs , pharmacists ,NGOs , Charitable organizations that are linked with BPPI headquarters through internet (using BPPI provided software) will get incentive upto 2.5 lakhs. This will be given @ 15% of monthly sales subject to a ceiling of Rs 10,000/ per month upto total limit of 2.5 lakhs.
4. In NE states, and naxal affected areas, tribal areas, the rate of incentive will be 15% and subject to monthly ceiling of Rs. 15,000/- upto total limit of 2.5 lakhs.

Requirements for applying to open new Jan Aushadhi Kendra: -

• The applicant need to have own space or hired space of at least 120 square feet duly supported by proper lease agreement or space allotment letter. BPPI will not arrange space for the applicant.
• Applicant have to provide proof of securing a pharmacist with name, Registration with the State Council etc.
• The applicant who is under the category of SC/ST and differently-abled, has to provide proof of SC/ST and Differently abled certificate from respective authorities.

Terms and conditions: -

• Applicant will enter into agreement before commencing operations of “PMBJK”. All operations of Pradhan Mantri Bhartiya Janaushadhi Kendra have to be conducted as per agreement terms and conditions.
• Applicant will be responsible to obtain drug license in the name of "Pradhan Mantri Bhartiya Janaushadhi Kendra" and other permissions to run a medical store. He has to ensure compliance to all statutory requirements for storage of drugs.
• Applicant will use the premises solely for the purpose for which it has been allotted and for no other purpose and shall not part with the premises, sub-let the premises to anyone directly or indirectly.
• Software provided by BPPI will only be used by applicant for all billings. He cannot sell any medicine in PMBJK without using BPPI software.
• PMBJK operators will be allowed to sell allied medical products, commonly sold in chemist shops but they are not allowed to sell any medicines other than Pradhan Mantri Bhartiya Janaushadhi Kendra.
• Credit period of 30 days will have given from date of receipt of medicines by PMBJK but postdated cheque will be required to given by PMBJK in advance against goods supplied.
• BPPI’s Distributor will take back Expiry/Breakage to the maximum extent or upto 2% of the total purchase value by PMBJK.

Guidelines for branding / layout of PMBLP Kendra

BPPI is giving in-principle approval to the applicants (State Govt./ Organization/Individual) for setting up of Pradhan Mantri Bhartiya JanAushadhi Kendra(PMBJK) subject to the fulfilment of documents and other eligibility criteria. All the PMBJK have to follow uniform design of Kendra and other text matter. The sample design of the Kendra and branding material in Hindi and English is as under.
