Introduction

• Bihar is known for its high milk production and is one of the top milk producing states in India.
• Being on this list shows that rural areas in Bihar are highly dependent on their dairy cattle, which makes it one of the core sectors that has the potential to contribute to the state's GDP.
• In the dairy industry, livestock farmers often face various issues, with chronic disease being among the major issues.
• These chronic diseases often cause the death of the dairy cattle, resulting in financial loss to the farmers.
• During 2022-23, lumpy virus created havoc nationwide, leading to over 97,000+ deaths and affecting more than two lakh animals.
• Every year, many livestock farmers face these issues, causing huge financial losses and there are no schemes that can provide assistance to cover their losses.
• Addressing this issue, the state government of Bihar has introduced a scheme for the livestock farmers called, 'Bihar Dudharu Pashu Bima Yojana'.
• The said scheme is also known by other names, such as, 'Bihar Cattle Insurance scheme, and 'Bihar Livestock insurance scheme'.
• Under this scheme, the state government provides insurance benefits to dairy cattle farmers.
• This insurance will cover major issues, including the life threatening lumpy skin chronic disease, H.S.B.Q, and others.
• The main objective of the scheme is to provide financial support in case of loss of milk cattle due to notified diseases.
• With the help of insurers, the state government provides insurance coverage to eligible cattlemen.
• However, the insurance coverage will be provided to such dairy cattle, whose maximum price is up to Rs 60,000/-.
• Insurance under the scheme will be provided at a rate of 3.5%, whose premium costs around Rs 2,100/-.
• However, the state government will cover 75% of the premium, around Rs 1,575.
• While, the remaining 25% of the premium, around Rs 525/- will be paid by the farmers.
• In case of death of the dairy cattle, farmers will receive financial assistance as per the insurance.
• Under the scheme, farmer milk cattle will be insured for one year by the insurance company and insured cattle will be fitted with a data ear tag.
• The benefit of the scheme will be provided to only eligible livestock farmers.
• As per the guidelines, the benefits of the scheme will be provided to such farmers who are the members of the milk producer committee.
• Moreover, the dairy cattle of the farmers must be in good and healthy conditions and a health certificate must be issued from the veterinarian.
• To benefit from the Bihar Dudharu Pashu Bima Yojana, applicants need to submit their application form.
• Application forms are available online at the official website of Dairy development department, which is the nodal department of the scheme.
• However, priority under the scheme will be provided to those livestock farmers who are a member of the Milk producer cooperative committee.
  

Benefits of Scheme

• Under the Bihar Dudharu Pashu Bima Yojana, beneficiaries will receive following benefits : -
  • Insurance coverage at the rate of 3.5% will be provided to dairy cattle farmers.
  • To provide the financial security from various chronic diseases such as lumpy skin disease, and H.S.B.Q.
  • The state government will pay 75% of the total premium amount.

Eligibility Criteria

• To receive the benefits of Bihar Dudharu Pashu Bima Yojana, beneficiaries must meet its eligibility criteria, which are given as : -
  • Applicants must be domiciled citizen of Bihar.
  • He/she should be a dairy cattlemen.
  • He/she should be a member of Milk producer committee.
  • At the time of application, the dairy cattle must be healthy.

• To apply for the Bihar Dudharu Pashu Bima Yojana, applicants are required to furnish their following documents.
  • Residence proof.
  • Identity Proof.
  • Aadhaar card.
  • Mobile Number.
  • Passport Size photograph.
  • Milk Producer Committee Membership receipt.

How to apply

• Beneficiaries can apply for the Bihar Dudharu Pashu Bima Yojana through its online application.
• Its online application link is available on the Bihar Directorate of Dairy Development website.
• Before submitting the application form for the Dudharu Pashu Bima Yojana, applicants need to register online.

Registration

• On the home page, user need to select the Dudharu Pashu Bima Yojana registration link.
• On the Registration window, users need to provide their requested details.
• Post submitting the details, applicants need to authenticate their mobile number through OTP.
• Upon successful mobile number authentication, press the submit tab to complete the registration process.
• Registration details will appear on the screen and will also be sent to the provided mobile number through SMS.

Application

• To submit the Dudharu Pashu Bima Yojana application, users need to login with the received registration details.
• Once logged in successfully, select the scheme and enter the details asked in the Dudharu Pashu Bima Yojana application form.
• Upload the requested documents such as photograph and receipt of membership.
• Upon submitting the applications, the nodal department will verify the details and eligibility of the applicants.
• Based on the preferences, benefits of the scheme will be provided to verified applicants.
