Introduction

  • Odisha state has a large population living in rural areas. State faces natural calamities every year causing a lot of damage to kutcha houses, this makes rural families even weaker economically and socially. A lot of people get relocated and rehabilitated.
  • To overcome this situation state started Biju Pucca Ghar Yojana as an initiative to provide safe, durable house to under privileged people of state who greatly lack resources.
  • Poor people of Odisha could now easily dream of a strong house that could withstand harsh climatic conditions.
  • Biju Pucca Ghar Yojana covers the basic need of any individual thereby improving the standard of living in Odisha.
  • Objective of the scheme is to convert all kutcha houses in rural areas into pucca house, so that people could have the facility of living in a safe house.
  • Biju Pucca Ghar Yojana is a state planned scheme implemented by Panchayati Raj and Drinking Water Department.
  • Biju Pucca Ghar Yojana has two components :-
    • Biju Pucca Ghar Yojana (Normal).
    • Biju Pucca Ghar Yojana (Special).
  • Biju Pucca Ghar Yojana (Normal)
    • Funds allocated will be used for following activities :-
      • Incentive to beneficiaries, officials and CBOs (Community Based Organisations)/ NGOs involved in early completion of house.
      • Award for excellence in Rural Housing to state/District/Block teams and officials involved for implementation of scheme.
      • Award distribution ceremony expenditure.
      • Preparation of IEC (Information, Education and Communication) material for awareness.
      • Habitat and housing literacy to beneficiaries.
      • Honorarium/incentives to SHGs (Self Help Groups) / CBOs (Community Based Organisations) for facilitating construction.
      • Training of officials.
      • Cost of engraved Logo of Biju Pucca Ghar Yojana.
    Biju Pucca Ghar Yojana (Special)
    • Housing units will be sanctioned to the following beneficiaries :-
      • Household registered under SECC 2011(Socio Economic Caste Census) and who are not registered but still living in kutcha house as per field verification.
      • Rehabilitation/ relocation of household who lost their house due to natural/manmade calamities.
      • Household who are rehabilitated/ relocated due to Government projects.
      • Scheduled Tribes and other Traditional Forest Dwellers.
      • People who are affected by Occupational diseases like silicosis, asbestos and overuse of pesticides.
      • Extremely poor, vulnerable and deserving household, on compassionate ground.
  • The house under Biju Pucca Ghar Yojana will be sanctioned preferably in the name of woman head of the family.
  • The house needed to be constructed by the beneficiary i.e. no contractor shall be involved.
  • The minimum carpet area of the house should be 25 square meter excluding toilet. Beneficiary can construct house above the approved carpet area.
  • Roof material will be mandatorily RCC (Reinforced Cement Concrete) or any equivalent material of equivalent strength approved by Panchayati Raj and Drinking Water Department.
  • The fund under scheme will be credited in parts to the beneficiary’s account using Public Financial Management System.
  • The instalments and released amount with condition is mentioned in the table below :-

  • For issuance of work order geo-tagged photograph of beneficiary with their Kutcha house/ site of construction should be collected.
  • Photograph, Aadhaar card and Mobile number of beneficiary should be kept in record and uploaded on AwaasSoft application.
  • The 2nd, 3rd and 4th installments will be released by BDO (Block Development Officer) within a week of receiving report of eye estimation, spot verification and Geo-tagged photographic evidence of stages of construction.
  • After installation of Biju Pucca Ghar Yojana Logo in front-wall of house indicating beneficiary name, year of sanction and unit cost etc. 4th  instalment will be released.
  • Panchayat samiti will be implementing Biju Pucca Ghar Yojana under control, direction and supervision of DRDAs (District Rural Development Agency)/ Zilla Parishad.
  • The house should be constructed within 12 months from the credit of 1st installment in beneficiary‘s account.

Benefits of Scheme

  • Financial assistance of Rs. 1,30,000 /- in IAP (Integrated action plan) Districts  for construction of Pucca House. 
  • Financial assistance of Rs. 1,20,000 /- in non-IAP (Integrated action plan) Districts for construction of Pucca House. 
  • Assistance of Rs.12000/- for construction of toilet under MGNREGS(Mahatma Gandhi National Rural Employment Guarantee)/ SBM (Swacch Bharat Mission).
  • Beneficiary will get Rs.20,000 /- as incentive on completion of house and toilet within 4 months after payment of 1st instalment.
  • Beneficiary will get Rs.10,000 /- as incentive on completion of house and toilet within 6 months after payment of 1st instalment.
  • Beneficiaries are entitled for wage component of 95 days in IAP (Integrated action plan) Districts under MGNREGS(Mahatma Gandhi National Rural Employment Guarantee).
  • Beneficiaries are entitled for wage component of 90 days in non- IAP (Integrated action plan) Districts under MGNREGS (Mahatma Gandhi National Rural Employment Guarantee).
  • Beneficiaries are entitled for convergence for portable drinking water supply system.
  • Beneficiaries are entitled for convergence for electrification under DDUGJY (Deen Dayal Upadhyaya Gram Jyoti Yojana) /BGJY (Biju Gram Jyoti Yojana).
  • Beneficiaries are entitled for convergence for social security under AABY (Aam Admi Bima Yojana)/ RSBY( Rashtriya Swasth Bima Yojana).
  • Beneficiary shall be facilitated for loan upto Rs.70,000/- from financial institutions like Banks, if he/she choose for institutional finance.

Eligibility for Scheme

  • Person should be resident of Odisha.
  • The person should be either poor houseless or should have Kutcha house as per SECC-2011(Socio Economic and Caste Census) survey.
  • Rural people affected by natural or manmade calamities.
  • People relocated due to government projects.
  • People from scheduled tribes and traditional forest dwellers.
  • People affected by occupational diseases.
  • Extremely poor, vulnerable and deserving households.

Essential documents needed for Scheme

  • Aadhaar card.
  • Mobile Number of Beneficiary if he/she doesn’t have one then mobile number of Family/Relative/Friend should be provided.
  • Bank Account Number.
  • Passport Size Photo.
  • Land details (If constructing on own land).

How to apply for Scheme

  • The beneficiaries of  the scheme will  be selected by District Level Selection Committee which includes the following:
    • District Collector(chairman), MPs and MLAs of district, President Zilla Parishad,PD (Project Director), DRDA-cum-EO (District Rural Development Agency ), ZP (Zilla Parishad)
  • The District Level Committee will approve the list after which it will be forwarded to BDO (Block Development Officer). BDO will finally approve the list.
  • The final list will be published at the concerned Gram Panchayat/ Block Head Quarters and will also be made available at DRDA (District Rural Development Agency) and State Rural Housing Portal.

Important points about Scheme

  • Beneficiaries will be provided with suitable house design and technology suitable to the region but beneficiary can construct house as per his/her choice.
  • The beneficiary can procure materials from the suppliers decided by District Administration or from other sources.
  • The house shall be on individual plot of beneficiary or of any family member subjected to no objection certificate by land owner.
  • Allotment of house will be done in the name of female head of family. In case family is not headed by female then allotment will be done jointly in the name of husband and wife. In case no female head is there, then in the name of male head of family. In case of beneficiary under quota for persons for disability, the allotment should be only in the name of such person.
  • Community based organisations can help in supply of building material and can facilitate in construction house.
  • In case where beneficiary is senior citizen/ disable who cannot look after construction on his own can request for support. Such house can be constructed as mason training program or entrusted to agency with approval from collector.
