Mukhyamantri Baristha Bunakar & Karigara Sahayata Yojana

Introduction

• The Odisha State Government, led by BJD's Naveen Patnayak, has announced a new scheme known as the 'Mukhyamantri Baristha Bunakar & Karigara Sahayata Yojana'.
• With the help of this scheme, the government aims to provide monthly financial assistance to handicraft artisan, handloom weaver, and ancillary workers of the state.
• The announced scheme will replace the existing 'Baristha Bunakar Sahayata Yojana', where beneficiaries are receiving monthly benefits of up to Rs. 700/-.
• Whereas, in the revised scheme, the government will provide a monthly assistance of up to Rs 2,500/- to all eligible beneficiaries.
• In response to this scheme, the BJP has also announced the 'Odisha Bunakara Samman Nidhi Yojana' in the assembly election manifesto, where beneficiaries will receive assistance of up to Rs 3,500/- per month.
• The main objective of Odisha Baristha Bunakar & Karigara Sahayata Yojana is to provide social security and ensure a decent living standard in their old age.
• Eligible applicants can apply for the Baristha Bunakar Karigara Sahayata Yojana online.
• For this, a dedicated online application portal will be designed by the nodal department i.e. the Odisha Handlooms, Textiles, and Handicrafts Department.
• Before applying online, applicants must read the eligibility criteria of Mukhyamantri Baristha Bunakar & Karigara Sahayata Yojana.
• Both male and female applicants are eligible for the scheme, but only one member from a family will receive scheme benefits, irrespective of their eligibility.
• Meanwhile, beneficiaries who are receiving benefits from other schemes like the Madhubabu Pension Yojana, Mukhyamantri Kalakar Sahayata Yojana are not eligible for this scheme.
• The nodal department of the scheme will prepare a list of applicants after completing the scrutiny test.
• Beneficiaries whose names are listed in the final list are eligible to receive scheme benefits.
• The beneficiary will receive financial assistance under the Baristha Bunakar & Karigara Sahayata Yojana on the 15th of each month for the preceding month.
• The assistance under the scheme shall be canceled in case of the beneficiary's death, if the information furnished is found incorrect in the future or if the beneficiary does not fulfill the prescribed eligibility.
• It is expected that more than 1.25 lakh weavers and over 1.5 lakh artisans will receive benefits from Baristha Bunakar & Karigara Sahayata Yojana.
• Mukhyamantri Baristha Bunakar & Karigara Sahayata Yojana will remain active until 31 March 2027. However, it may be extended after receiving a satisfactory review.

Benefits of Scheme

• Under the Mukhyamantri Baristha Bunakar & Karigara Sahayata Yojana, beneficiaries will receive assistance depending on their category and age, whose details are as follows; -

Eligibility Criteria

• Beneficiary must read the eligibility criteria before applying for the 'Mukhyamantri Baristha Bunakar & Karigara Sahayata Yojana.'

  Applicants must be a permanent resident of Odisha. Weavers, and ancillary workers' name must be in the final list of the latest survey. Applicants whose names are not in the list but are National/State/Kalakruti/Tantakruti Awardees, or holders of Design and Merit Certificates, are also eligible. Female weavers, ancillary workers and handicraft artisans must be 40 years or above, while male applicants must be 50 year or above Only one member from each family may avail of the benefits of the scheme.

  Govt. Employees, income tax payers, and retired government employee are not eligible for the scheme. Applicants convicted of any criminal offense are not eligible for the scheme. Applicants receiving similar benefits under any other state government scheme, such as Madhubabu Pension Yojana, Mukhyamantri Kalakar Sahayata yojana, or any Central Government scheme, are not eligible.

Documents Required

• Applicants must submit their following documents, while applying for the Mukhyamantri Baristha Bunakar & Karigara Sahayata Yojana: -
  • Aadhaar Card.
  • Recent Passport Size Colour Photograph.
    
  • Self Attested Photocopy of Bank Passbook.
  • Income Certificate issued from Tahsildar or Revenue Department.
  • Award Certificate (if any) received from Govt. of India or Odisha Government.
  • A self declaration attached with the application form.

How to apply

• Eligible applicants can apply for the Mukhyamantri Baristha Bunakar & Karigara Sahayata Yojana online.
• To submit the application online, a dedicated portal is yet to be developed by HT&H Department.
• Once the portal is live, applicants must visit the same.
• From the portal home page, applicants need to select the Odisha Mukhyamantri Baristha Bunakar & Karigara Sahayata Yojana application link.
• Submit the details as requested in the application form.
• Upload the required documents in the specified format.
• Additionally, also upload the self declaration form.
• Submitted application will go through a scrutiny stage.
• After passing the scrutiny stage, the qualified application will be placed before the District Level Selection Committee.
• Once the committee approves the application, a final list of the applicants will be prepared.
• Applicants enlisted in the final list will start receiving assistance under the scheme.
