Scheme Introduction: A Brief Overview

• The Government of Jharkhand introduced a dedicated health insurance scheme called "Adhivakta Swasthya Bima Yojana" on May 3, 2025, with the primary aim of providing comprehensive healthcare coverage to practicing advocates of the state and their families.
• Before this, only the Delhi Government had implemented a similar welfare scheme for advocates, popularly known as the "Chief Minister Advocate Welfare Scheme, Delhi."
• The implementation of this scheme is being carried out by the Department of Health, Medical Education, and Family Welfare, in collaboration with the State Aarogya Society and selected insurance companies.
• Under this scheme, eligible and enrolled advocates and their dependent family members will be entitled to free cashless medical treatment up to Rs. 5 lakh every year.
• This benefit ensures that advocates and their families can access quality healthcare services at empanelled hospitals without bearing any financial burden up to the specified limit.
• The Jharkhand Government will fully pay the annual premium of Rs. 6,000 for this insurance coverage; registered advocates will not have to pay anything out of pocket for the premium.
• Additionally, in cases of critical or life-threatening illnesses, the government has provided extended coverage of up to Rs. 10 lakh under the "Mukhyamantri Adhivakta Swasthya Bima Yojana" to support such situations.
• One of the most significant features of this scheme is that disabled advocates or advocates with disabled dependents will receive lifetime health insurance coverage under this program.
• To avail benefits under this scheme, it is mandatory for advocates to be registered with the State Bar Council as well as the Advocates' Welfare Fund Trust Committee.
• The Jharkhand Government has also facilitated an online application process for this scheme, available through the State Employees Health Insurance Scheme Portal.
• By registering through the online portal, eligible advocates can enroll themselves under the Advocate Health Insurance Scheme and access free cashless medical treatment up to Rs. 5 lakh annually for general healthcare needs, with extended benefits of up to Rs. 10 lakh in case of serious illnesses.

Scheme Benefits

Eligibility Requirement

• Registered Advocates of Jharkhand and their Family Members.
• Registration in the Advocates Welfare Trust Committee is Mandatory.

Eligible Dependents

• The following family members of eligible advocates will be covered under the Jharkhand Government's Advocate Health Insurance Scheme, with free cashless treatment benefits up to ₹5 lakh per year:
  • Husband or wife (spouse) of the advocate.
  • Dependent son, provided he is below 25 years of age and not employed.
  • Dependent daughter, if she is unmarried, widowed, or abandoned.
  • Legally adopted son, if he is under 25 years of age and unemployed.
  • Minor brother who is financially dependent on the advocate.
  • Unmarried sister who is financially dependent.
  • Parents of the advocate, subject to the condition that if they are pensioners, their monthly pension should not exceed Rs. 9,000/-.

Steps to Apply

• Registered Advocates of Jharkhand can enroll themselves and their family members under Jharkhand Government's Adhivakta Swasthya Bima Yojana online.
• Online Application Form of Adhivakta Swasthya Bima Yojana is available on State Employees Health Insurance Scheme Official Website.
• Visit the Website and Choose Register.
• Fill the basic detail and Click on Register.
• Login on the portal with Mobile Number and Chosen Password.
• Choose New Application and Select Adhivakta Swasthya Bima Yojana.
• Fill the Adhivakta Swasthya Beema Yojana Online Application Form and upload the required documents.
• Check the filled details and then submit it.
• Respective department will scrutinize the submitted application form and approve it.
• Approve Applications of Advocates will be forwarded to Insurance Companies which further issue PVC Health Card in the name of advocates and their dependents.
• Visit any government or empanelled private hospital with the card and avail the benefit of the Adhivakta Health Insurance Scheme of the Jharkhand Government.
