Regarding incentive for SC Intercaste marriage

Why this benefit of Rs.3,00,000 is not applicable for couples who are from a SC and ST community? Like the other castes even Scheduled Caste and Scheduled Tribes are two different communities and if a marriage occurs between these two then definitely it is an inter-caste marriage, but I am unable to avail this scheme as these schemes are applicable only for couples who belong to SC/ST and marry any upper caste individual but in the government website this detailed information is not provided/ is not clear enough to understand that this scheme. It clearly mentions that "The incentive is given to a SC resident of Karnataka, who marries a Hindu Non SC individual and where the total income of the couple is less than Rs. 5.0 lakhs." I belong to SC while my husband belongs to ST but still I am unable to get anything out of this scheme.
