Himachal Pradesh Unemployment Allowance Scheme

Introduction

• Himachal Pradesh Unemployment Allowance Scheme was launched by Himachal Pradesh government in the year 2017.
• The main objective behind launching this scheme is to provide unemployment allowance to the educated unemployed youth of the state.
• Under the 'Himachal Pradesh Unemployment Allowance Scheme' following financial assistance will be given to the eligible beneficiary:-
  • Rs. 1,000/- per month will be given to the Post Graduate Applicant.
  • Rs. 1,000/- per month will be given to the Graduate Applicant.
  • Rs. 1,000/- per month will be given to the 10+2 passed Applicant.
  • And Rs. 1,500/- per month will be given to the eligible Physically Challenged Applicant.
• This scheme will help to create stability in the lives of educated unemployed youth.
• The age limit to apply for this scheme is between 20 to 35 years.
• Applicants who have completed their 10+2, graduation and post graduation are eligible to take benefits under this scheme.
• Only those applicants are eligible who have completed their studies from any school/board/university recognized by the Himachal Pradesh Government.
• Under this scheme allowance will be given only for a period of 2 years.
• Eligible applicants can apply for Himachal Pradesh Unemployment Allowance Scheme through both online and offline mode.

Benefits of the Scheme

• Government of Himachal Pradesh will provide the following assistance to the unemployed youth of the state according to their education qualification:-

  Course	Amount
  Post Graduate	Rs. 1,000/- per month.
  Graduate	Rs. 1,000/- per month.
  10+2	Rs. 1,000/- per month.
  Physically Challenged	Rs. 1500/- per month.

Eligibility Criteria

• Applicant must be a resident of Himachal Pradesh.
• Applicant's age should be between 20 years to 35 years.
• Applicant should not be in any type of employment mentioned below :-
  • Government Sector.
  • Public Sector Undertaking (PSU).
  • Private Sector.
  • Self Employed.
• The annual family income of the applicant from all sources should not exceed to Rs. 2 Lakhs.
• Applicant should be registered in the live register of the concerned employment exchange office in Himachal Pradesh.
• Registration must be at least 1 years old.
• Applicant must have passed minimum 10+2 examination, as a regular student, from any Board/Institution/University recognized by Himachal Pradesh Government.
• Applicant must not be a regular student of any course.
• Applicant should not be an employee dismissed from Government Service.
• Applicant should not be a beneficiary of Skill Development Allowance.
• Applicant should not have been punished by any court.

Ineligibility Criteria

• Non residents of Himachal Pradesh.
• Person employed in the following types of employment :-
  • State/Central Government Employees.
  • Employees of Public Sector Undertakings (PSUs).
  • Self Employed Person.
• A person who has been dismissed from service.
• A person who has been sentenced to imprisonment for 48 hours or more.
• A person whose family income from all sources exceeds Rs. 2 Lakh.
• Person below 20 years and above 35 years of age.

• The following documents will be required at the time of applying for the 'Himachal Pradesh Unemployment Allowance Scheme':-

  Proof of Age i.e. Matriculation Certificate. Aadhar Card. Residence Proof:- Domicile Certificate of Himachal Pradesh. Aadhar Card. Income Certificate. Qualification Proof:- 10+2/ Degree Certificate. Diploma Certificate. Graduation Degree. Post Graduation Degree. Caste Certificate, If applicable. Disability Certificate. (Only for Physically Challenged Applicant). Employment Registration Card. Bank details.

How to Apply

• There are two ways through which a person can avail the benefit of Unemployment Allowance Scheme :-
  • By filling the Online Application then submitting it to the Employment Exchange Office along with all relevant documents attached.
  • By filling the Offline Application and then submitting it to the Employment Exchange Office along with all relevant documents attached.
• But in both the cases the applicant is required to be registered with his/her District Employment Exchange Office.
• Registration must be 1 year old.

Features of the Scheme

• Under this scheme unemployment allowance will be given only for 2 years.
• To take benefit of this scheme, the applicant must be registered in the District/Sub Employment Exchange Office of his/her district.
• Applicant's registration should be 1 year old.
• Physically Challenged applicant is required to attach disability certificate with the application form.
• Applicant should have minimum 50% disability recorded in Employment Exchange Record.
• The application form for unemployment allowance can also be sent by the applicant to the District/Sub Employment Exchange through post.
• All application will be processed by the Employment Exchange Office within 45 days.
• In case of death of the beneficiary, unemployment allowance will be stopped and will not be transferred to any other family member.
• It is mandatory to get the bank details filled on the application form verified from the concerned bank.
• The signature and stamp of the bank official verifying the bank details should be on the application form.
• Application without stamp and signature of bank official will not be accepted under any circumstances.
• Income Certificate should not be more than 6 months old.
• Himachal Pradesh Unemployment Allowance Scheme Self Declaration Certificate (Form C) is compulsorily required to be attached with the application form.
• Applicants can check their application status regularly on the E Portal.

How to Apply for Employment Exchange Registration

• As we know that to avail the benefit of this scheme, it is necessary to register in the District/Sub Employment Exchange Office.
• This facility has been given online by the Himachal Pradesh Government to the youth of the State, so that the youth can register themselves online at the District/Sub Employment Excahnge Office.
• To register online, the applicant has to follow the following steps :-

  Firstly the applicant has to go to the Official Portal of Employment Exchange Management. After that the applicant has to choose the online registration in the candidates corner on the portal. Applicant has to fill the following information :- Name of the District. Name of the Employment Exchange. Date. Name of the Applicant. Date of Birth. Father's/Husband's Name. Mother's Name. Aadhar Number. After that the applicant has to fill the captcha and submit the application. A unique reference number will be generated by the portal as soon as the application is submitted. The applicant will now have to go to the Employment Exchange Office with all his original documents related to Date of Birth, Qualification, and Proof of Area of Residence (Telephone Bill, Water Bill, Electricity Bill) within 30 days. The applicant has to provide the reference number to the employment official. All the documents of the applicant will be verified by the employment official. If the verification is found correct, the registration number will be alotted to the applicant. An X10 card will be given to the applicant for future reference, which will contain all the information along with the registration number of the applicant.
