Introduction

  • In India there are 25 lakhs unorganised food processing units, contributing to at least 74% of the employment in this sector.
  • At least 66% of these unit are operational in rural areas and mostly fall under the category of micro enterprises
  • Such unit are not only supporting livelihood in rural households but also minimizing their migration to urban areas.
  • Over the years, the government has identified that these units are facing numerous challenges, including infrastructure, installation of new tools, marketing, and obtaining financial assistance.
  • Seeking this, the Ministry of Food Processing Enterprises Industries (MoFPI) has introduced the PM Formalisation of Micro Food Processing Enterprise scheme (PMFME) in 2020.
  • With the help of this scheme, the government aims to provide benefits like:
    • Subsidised Financial Assistance,
    • Help them to build their brand,
    • Support in marketing,
    • To improve infrastructure of the established units,
    • Each member of Self Help Group will get a seed capital worth Rs 40,000.
    • Support to food processing unit
    • Capacity building and research
    • To promote the local products they adopt the One District One Product (ONDP) approach.
  • For implementation of this centrally sponsored scheme, the government outlay a sum of Rs 10,000 Cr for a duration of 2020-21 to 2024-25.
  • Individual, Self Help Groups, farmer producer organisation, Partnership firms, proprietor, NGO and Pvt. Ltd companies are its prime beneficiaries.
  • These beneficiaries may submit their PMFME application online from MoFPI website.
  • Since its announcement the PMFME scheme has received a overwhelming response from the beneficiary
    • As of now, 238757 applications are submitted from individuals, groups and common infra.
    • From the received applications 80343 loan has been sanctioned and 61305 applicants loan is disbursed.

Benefits of Scheme

  • Existing Micro Food Processing Enterprises will get the following benefits of PMFME Scheme:
  • Financial assistance will be provided to;
    • Individual Micro Enterprises
    • Farmers Producers Organisation/Self Help Groups/ Cooperative
  • FPOs/SHGs/Cooperatives will get a 50% grant for branding and marketing support, so that they can promote their existing brand to the market.
  • SHGs may avail of a seed capital of Rs. 40,000 per member and up to 4 lakhs for small tools.
  • Established or Proposed to establish group of FPOs/FPCs/Cooperative/SHGs may avail a credit linked subsidy for their infrastructure @35% (maximum 3 Cr) of the eligible project cost.

Eligibility Criteria

  • PM Formalization of Micro Food Processing Enterprises Scheme beneficiary are individual, FPOs/SHGs/cooperative, State Owned Agencies, and Private Entrepreneurs.
  • Each beneficiary have different eligibility criteria whose details are given as:
  • Must have an existing Food Processing Unit in Operations.
Beneficiary Criteria
Individual Micro Enterprises
  • Must have an existing Food Processing Unit in Operations.
  • Investment and turnover should not exceed 1 Cr and 5 Cr respectively.
  • Age of the applicants must be 18 above
  • Minimum education qualification of the applicant must be 8th standard
  • Only one member of the family is eligible for the assistance, here family include self, spouse, and children.
Co-Operative/FPOs
  • Must be engaged in processing of ODOP produce.
  • Must have minimum turnover of Rs 1 Cr.
  • Proposed project cost should not exceed present turnover.
  • Must possess 3 years of minimum experience in product dealing.
  • Have enough internal resources or sanction from the respective state government to get 10% working capital of the project cost and margin money.
SHGs
  • Have enough funds to meet 10% of the project cost and 20% margin money for working capital to get the grant from the government.
  • Minimum 3 years of experience is must in processing of the ODOP product.

How to apply

  • Eligible beneficiary may submit PMFME Scheme application online through the MOFPI website.
  • To start the application procedure, applicants need to first register on the portal.
  • Those who have already registered may proceed by logging in with their registration details.
  • Applicants may easily find the PMFME "New Registration" link on the website home page, located under the dropdown menu of Login tab.
  • During registration, the applicants need to furnish their details as asked.
  • Upon successful registration, the applicants will receive their login details.
  • Using the generated details you can easily login to the portal.
  • Once logged in successfully, applicants need to select the type of application they wish to submit.
  • Afterwards, you have to provide the related details.
  • After submitting all essential and mandatory details, its time to upload the requisite documents.
  • Before final submission, ensure that all details are correct.
  • Upon submission, a confirmation message will be sent via email on your registered email ID.
  • You can also track the PMFME application status online through the MOFPI Website.
