Assam Chief Minister Jeevan Jyoti Swaniyojan Yojana

Introduction

• Chief Minister Jeevan Jyoti Swaniyojan Yojana is the major social welfare scheme of Government of Assam.
• The main objective behind launching this scheme is to encourage youths to take up productive activities and make themselves self employed and financially independent.
• Chief Minister Jeevan Jyoti Swaniyojan Yojana is basically started for Self Employment of Unemployed Youth.
• Department of Panchayat & Rural Development of Assam Government is the nodal department of this scheme.
• And Assam Government's State Institute of Panchayat & Rural Development is the implementing agency of Chief Minister Jeevan Jyoti Swaniyojan Yojana.
• Through Chief Minister Jeevan Jyoti Swaniyojan Yojana, Government of Assam will help the Educated but Unemployed Youth of State to take up Employment Opportunities in the below mentioned sectors :-
  • Primary Sector.
  • Secondary Sector.
  • Tertiary Sector.
  • Production/ Processing.
  • Marketing.
  • Transportation/ Supply of Goods.
  • Small Businesses.
  • Set Up of Small Industries etc.
• Subsidy of Rs. 40,000/- or 50% of Project Cost will be provided to eligible beneficiary under Assam Chief Minister Jeevan Jyoti Swaniyojan Yojana.
• If the project is started by Joint Liability Swabalambi Groups of having minimum 4 members then the maximum amount of Rs. 1,60,000/- as a subsidy will be provided to eligible beneficiary.
• Loan Facility is also available in this scheme. Beneficiary can avail the loan facility of maximum Rs. 6,00,000/- to set up the income generation activity.
• Loan repayment period under Chief Minister Jeevan Jyoti Swaniyojan Yojana is maximum 5 years.
• The age of applicant should be between 18 Years to 37 Years to start a business.
• Minimum Educational Qualification needed is Class 10th, but in the below mentioned cases there is an exception :-
  • Class 5th Pass. (For Women in Handloom and Sericulture Activity).
  • Class 7th Pass. (For Men who wants to acquire Power Tiller or Tractors).
• For Computer related business activity, 12th Pass is the minimum required educational qualification.
• 10% to 15% of total project cost should be the capital contribution of beneficiary.
• Eligible Beneficiaries willing to set up an income generation activity can avail the benefit of this scheme by filling the Application Form of Chief Minister Jeevan Jyoti Swaniyojan Yojana.

Benefits of Scheme

• The below mentioned benefits will be provided to beneficiaries under Assam Chief Minister Jeevan Jyoti Swaniyojan Yojana :-
  • Subsidy of Rs. 40,000/- or 50% of Project Cost. (Whichever is Lower).
  • Subsidy of Rs. 1,60,000/- to Joint Liability Swabalambi Groups of 4 Persons.
  • Loan Facility up to Rs. 6,00,000/-.

  Acquiring of Tractors and Power Tiller. Horticulture/ Floriculture/ Mushroom Based Activity. Fishery Development. Sericulture. Handloom & Textiles Production. Poultry Farming. Scientific Rearing of Pig. Cross Breed Milch Cattle Rearing. Nursery. Vermiculture. Agro Clinic. Integrated Farming. Mini Hauler/ Mini Feed Plants and Storage Facility. Food/ Fruit Processing. Mini Tea Garden. Tools and Equipment for Extension Services. Marketing Extension. Design Development. Herbal Medicinal Plants. Wood/ Bamboo/ Cane/ Reed Work Handicraft. Fast Food Stall. Rural Transportation Facility. Computer Training & DTP Centre. Small Industries. Small Business.

Group Activities Eligible under Chief Minister Jeevan Jyoti Swaniyojan Yojana

• The below mentioned activities/ project are eligible for subsidy under Chief Minister Jeevan Jyoti Swaniyojan Yojana. Project should be run by Joint Liability Swabalambi Groups having 4 members :-

  Computer Training Unit. DTP Centre. Internet Café. Video Editing. Photo Copy/ Fax. PCO Centre. Garment Shop. Garment Making and Marketing. Book Stall. Carpenter Shop. Electrical Shop. Plumber Work. Motor Repairing Workshop. Motor Parts Shop. Handicraft Unit. Fast Food Stall. Transport Vehicles and 3 Wheelers. Beauty Parlour.

Eligibility Criteria

• Applicant should be a Permanent Resident of Assam.
• The Age of Applicant should be between 18 Years to 37 Years.
• Applicant should have below mentioned Educational Qualification :-
  • Class 10th Pass.
  • Class 5th Pass. (For Women in Handloom and Sericulture Activity).
  • Class 7th Pass. (For Men who wants to acquire Power Tiller or Tractors).
  • Class 12th Pass. (For Computer Related Activities)
• Joint Liability Swabalambi Groups having minimum 4 members are also eligible to apply.

  • Residence Proof of Assam.
  • Age Proof of Applicant.
  • Income Certificate.
  • Passport Size Photo.
  • Education Related Documents.
  • Bank Account Details.
  • Permanent Resident Certificate from Gaon Bruha. (For Rural Area).
  • GMC Householding Certificate. (For Metro Area)

How to Apply

• Eligible Beneficiaries can avail the benefit of financial assistance as a subsidy by filling Offline Application Form of Chief Minister Jeevan Jyoti Swaniyojan Yojana.
• Application Forms of Chief Minister Jeevan Jyoti Swaniyojan Yojana is available free of cost in the below mentioned offices :-
  • Block Development Office.
  • Gram Panchayat.
• Collect the Application Form and fill it carefully.
• Attach all the required documents with the application form.
• Submit the Application Form with all the documents in the same office from where it was collected.
• Application Form and Documents will be scrutinized by the Block Level Selection Committee.
• Block Level Selection Committee has below mentioned officers :-
  • Block Development Officer.
  • President of Gaon Panchayat.
  • Branch Manager of Bank.
  • Representative of State Institute of Panchayat & Rural Development.
• Selected Beneficiaries will get subsidized amount/ loan in their bank accounts as soon as their name got finalized.
