Telangana Rythu Bima Farmer Insurance Scheme

Introduction

• Most of the farmers in Telangana are small and marginal and their only source of livelihood is farming.
• In case of death of the farmer due to any reason, his family has to face serious financial crisis for their daily needs.
• So to provide financial security cover to these families, Farmers Group Life Insurance Scheme or Rythu Bima Farmer Insurance Scheme has been started by Telangana Government.
• It was launched by Government of Telangana on 15th of August 2018.
• This scheme is also called Rythu Bandhu Group Life Insurance Scheme.
• The main objective of the scheme is to provide financial assistance to those families who face severe financial problems after the demise of the farmer/ breadwinner.
• Under Telangana Rythu Bima Farmer Insurance Scheme, if the enrolled farmer dies due to any reason, then the Telangana Government will give financial assistance of Rs. 5,00,000/- to the nominated person.
• Farmers of Telangana in the age group of 18 to 59 years are eligible to get themselves enrolled under this farmer insurance scheme of Telangana.
• Farmers of more than 60 years of age are not eligible to get themselves enrolled under Rythu Bima Farmer Insurance Scheme.
• Enrolment of Farmer and Claim of Financial Assistance under Telangana Rythu Bima Farmer Insurance Scheme will take care by the Agricultural Extension Officer of the concerned district.
• It is mandatory to claim Rythu Bima Farmer Insurance Scheme Amount within 6 months of the demise of farmer.
• No Online Application Form for Enrolment or Claim of Rythu Bima Farmer Insurance Scheme is available right now.

Benefits of Scheme

• Government of Telangana will be provide following financial assistance under Rythu Bima Farmer Insurance Scheme to all beneficiary if there is a sudden demise of registered farmer :-
  • Financial Assistance of Rs. 5,00,000/- will be given to the nominee.

Eligibility Criteria

• Farmer should be a resident of Telangana State.
• The Age of Farmer should be between 18 Years to 59 Years.
• Farmer should be a Pattadar Passbook Holder.
• Farmer will be eligible for enrolled in single policy only.

Ineligibility

• When farmer attains the age of 60 years he/ she is not eligible for enrolment under Telangana Rythu Bima Farmer Insurance Scheme.

Documents Required

• The below mentioned documents is needed at the time of enrolment and at the time of claiming the amount under Rythu Bima Farmer Insurance Scheme of Telangana Government :-
  • Proof of Resident.
  • Proof of Land Ownership.
  • Aadhar Card of Deceased Farmer.
  • Aadhar Card of Nominee.
  • Death Certificate.
  • Bank Passbook.

Enrolment Procedure of the Farmers

• The Agriculture Extension Officer will personally visit each farmer's house and fill up the Rythu Bima Farmer Insurance Scheme Enrolment cum Nomination Form - Annexure I.
• The farmer will have to fill his nominee/ nominees details in the Enrolment or Nomination Form, the form will be duly signed by the nominated nominee/ nominees.
• If the nominee is a minor then it is mandatory to fill the details of appointee (Guardian) who must be a major.
• Aadhaar Card of the farmer will be considered as documentary proof to confirm the correct name and age of the farmer.
• A copy of the Aadhar Card will be attached with the enrolment form.
• After collecting all the information the Agriculture Extension Officer will upload these details in the Rythu Bandhu-Rythu Bima Portal.
• After that the information of the enrolled farmers will be verified by Mandal Agriculture Officer.
• After verification, the application will be submitted by Mandal Agriculture officer for enrollment.
• The uploaded and verified data will be shared with LIC in electronic format.
• LIC will then generate a separate LIC ID for each enrolled farmer under Telangana Rythu Bima Farmer Insurance Scheme.
• It will be uploaded by LIC in Rythu Bima Portal.
• Then LIC will issue a Certificate of Insurance - Annexure II in favor of the enrolled farmers.

Claim Settlement Procedure

• In case of death of a farmer, the nominee will get the sum insured as promised under Telangana Rythu Bima Farmer Insurance Scheme.
• The Rythu Bima Farmer Insurance Scheme Claim Form - Annexure III along with the bank details and death certificate will be collected by the Agriculture Extension Officer.
• It is mandatory to attach the below mentioned documents along with the Claim Form - Annexure III :-
  • Claim Intimation/Discharge Form duly filled, signed and attested by the authorised signatory of the Nodal Agency.
  • Death Certificate Original/ Duly Attested Copy.
  • Aadhar Card of the deceased and the nominee.
  • Nominee Bank Account Passbook, first page having details of the Account Holder, Account Number, and the IFSC Code of the Bank Branch.
• The enrolment form along with the attached documents will be uploaded by the Agriculture Extension Officer on the Rythu Bima Portal.
• The amount of insurance will be paid in the nominee's bank account within 10 days.
• The amount of Rs. 5,00,000/- under Telangana Rythu Bima Farmer Insurance Scheme will be given to the nominee of the deceased farmer.

Feature of the Scheme

• This scheme is based on farmer wise online land data.
• The entire premium will be paid by the Government of Telangana to the Life Insurance Corporation of India.
• The sum assured under Telangana Rythu Bima Farmer Insurance Scheme will be credited in the designated nominee bank account within 10 days.
• Outreach officers at village level will collect data from revenue department in case of loss of life of any farmer and submit the Claim Application Form of Rythu Bima Farmer Insurance Scheme to LIC on behalf of the farmer's nominee.
• Aadhar Number will be used for de-duplication of the pattadar passbook data/ enrolment data.
• The Claim Amount of Rythu Bima Farmer Insurance Scheme will be transferred to the nominated bank account through RTGS.
• The premium payable in respect of members is Rs. 2271.50 (Rs. 1925/- Premium + 18% GST).
• In case of a farmer having more than one Pattadar Passbook, he/she will be enrolled as a single member on the basis of Aadhaar identification only.
• The Agriculture Commissioner is the nodal agency on behalf of the Department of Agriculture and Cooperation, Government of Telangana.
• All nomination forms shall be kept in safe custody for a period of not less than two years.
• All claim settlement forms will be preserved for a period of 10 years.
• The death claim must be filed within 6 months of the death of the insured member.
• Claims under Telangana Rythu Bima Farmer Insurance Scheme filed after 6 months will be considered only if there is a valid grounds.
